As the city manager of Yorkville city I have been presented with a 1% tax income proposal on behalf of the members of the city council in order to accumulate around 1 million dollars yearly to decrease the current deficit that the city has of $650,000.The city council is asking me to hand out flyers to promote this tax to the voters in order to pass the proposal with the city residents’ support in the next coming elections. I would personally analyze the proposal and the reasons why there is such a bad deficit of $650,000 and I would also find the specific measures taken by the city council or previous city officials to work on the issue. On this specific case the dichotomy will involved the request made by the seven members of the city council who are usually elected every two years and whose responsibility is to rectified my current position. The support that the city council is asking for seems to be purely political, and the council also expects my full support while presenting face on this 1 % income tax proposal in front of city residents. That is a dichotomy where a public server like me gets frequently involved. However, Frederickson (2015) also states that as a public administrator there is an inherent duty of policy legitimacy and an ethical obligation to protect the interests of the underrepresentated. It is also expected to administer city affairs according to the law, and bureaucratic standards of efficiency as well as fairness (Frederickson,pg.20). If the council 1 % increase tax proposal does not benefit the majority of the city’s population, I would personally try to create a plan to address the deficit by proposing a plan to evaluate, eliminate or preserve city programs. I would present this plan in the next meeting and I would also politely express that I do not think it is appropriate for me to go around door –to-door handing out

Besides being the most responsible for addressing the problem, government officials also have the most to gain from a successful policy proposal. This is why government officials are also this proposal’s target audience. If the homeless population can be reduced or the issue completely resolved to the point where homelessness is no longer an issue, government officials would benefit greatly from the publicity of such success. City officials, given their responsibility, are thus both the key player and target audience for this policy analysis and proposal.

At the close of Fiscal Year 2015, “the City’s assets increased $118.9 million, or 3.5 percent from the prior fiscal year. Citywide, assets increased $282.3 million or 5.0 percent” (Finance, 2016). The report also states, “sales tax revenues increased 8.6 percent or $5.1 million. Other taxes, inclusive of transient occupancy and business taxes increased 937 percent or $4.0 million (Finance, 2016). Residents and visitors vast amount of travel and contributions to the city, allows those funds to be allocated to other public services in the community.

Also, posting the agenda for each meeting can drive attendance of Shawnee citizens with interest in a specific issue being discussed during the stated meeting. The increased attendance at the meeting will improve the frequency that a citizen will reach out to their area council representative to further discuss the issues facing the city. Stoughton City is experiencing a financial difficulty due to poor resource management by the previous governments. Current mayor Janice Miller with her four city council members face a hard time in approving a budget that is presented to them by the city manager John Sellers. This challenge has been there for last decade after the revenue stream started declining. However five years ago the operating deficit began to erode the Stoughton’s cash reserves. The remainder of the cash reserves were used to purchase buildings and properties to locate the new city hall. The current budget is being challenged because the operating expenses have increased by 4 to 6 percent per year over the past five years. The idea of beginning a tax on sugary drinks is nowhere near a new one. Many people immediately jump to soda whenever they hear this idea, and that’s where most people see the problem surrounding the sugary drink debate. I see the problem not with the products themselves but how they are abused to the point where they can become a problem to the consumer. Like most things, it’s all good in moderation but once you start to have three to four cans or bottles a day it can start to be an issue. Thats where this proposed tax is supposed to come in and save the day. Or so that’s what most of us have been told, and some of us believe. But maybe this new tax doesn’t need to have a place in our society.

I think dichotomy is almost impossible to have when it comes to politics and administration, but that word should be replaced by a set of rules and values that both can follow. The politicians should set the goal and the public administrators pave the path. I believe there needs to be communication between the two on certain topics as well. I like to use analogies, so the one that comes to mind is the relationship between officers and NCOs in the army. Officers (being the politician) and NCOs (being the public administrators) need to have a professional relationship. The officer comes to an NCO with a task (goal, mission, policy, etc.). It is the NCO’s job to make sure his or her soldiers’ (which would be the public in this case) accomplish the task. Regardless if
My third plan of readjustment, if I were mayor, is to clean up public parks/areas. Who wants to go to park and see trash on the ground? If I went to a park like that I would be disgusted. You want to go to a nice modern park filled with fun activities for children. This would make our community look trashy. Overall, I want a nice, clean, modern city to attract people to, and cleaning up public parks/areas would help me achieve that goal.
