As the city manager of Yorkville city I have been presented with a 1% tax income proposal on behalf of the members of the city council in order to accumulate around 1 million dollars yearly to decrease the current deficit that the city has of $650,000.The city council is asking me to hand out flyers to promote this tax to the voters in order to pass the proposal with the city residents’ support in the next coming elections. I would personally analyze the proposal and the reasons why there is such a bad deficit of $650,000 and I would also find the specific measures taken by the city council or previous city officials to work on the issue. On this specific case the dichotomy will involved the request made by the seven members of the city council who are usually elected every two years and whose responsibility is to rectified my current position. The support that the city council is asking for seems to be purely political, and the council also expects my full support while presenting face on this 1 % income tax proposal in front of city residents. That is a dichotomy where a public server like me gets frequently involved. However, Frederickson (2015) also states that as a public administrator there is an inherent duty of policy legitimacy and an ethical obligation to protect the interests of the underrepresentated. It is also expected to administer city affairs according to the law, and bureaucratic standards of efficiency as well as fairness (Frederickson,pg.20). If the council 1 % increase tax proposal does not benefit the majority of the city’s population, I would personally try to create a plan to address the deficit by proposing a plan to evaluate, eliminate or preserve city programs. I would present this plan in the next meeting and I would also politely express that I do not think it is appropriate for me to go around door –to-door handing out
