Ronald Reagan took office of Presidency in 1980. He was an avid Cold Warrior-boosting military spending and adopting a tough stance toward Russia. His ideas on foreign policies were of a free market ideology and anticommunist policy at home and abroad. Reagan strongly believed in freedom for all people. America would be an ally to our neighbors abroad, support them, and commit to all those who strived for freedom. We would not impose on their sovernity, nor give up ours. The United States would support and fund, countries and groups that were anticommunist, and those who rebelled against communism. In 1981 the CIA trained and armed the counter revolutionaries, which was known as Contra’s to help Nicaragua fight against the communist regime being funded by the Soviets. When Congress failed to continue funding the program, the Reagan administration imposed an embargo against the country.
The White House continued to secretly funnel money, contributing to right-wing groups, foreign governments, and the contras to help fight communism. The Administration provided equipment and weapons to aid, countries in their request to stomp out communism. Regan’s anticommunist views were appealing to countries aboard.
The United States and Soviet relations worsened. A campaign for a multinational freeze on the manufacturing and deployment of nuclear weapons was sparked. A nuclear war was feared. In March of 1983, Reagan proposed the Strategic Defense Initiative (SDI) to counter the freeze campaign. Critics believed this program could cause more of a problem than good. His new approach was focused on the reorientation of the U.S. budgetary system, fiscal and tax policies as a break with the economic priorities of previous administrations. Even though he was not very experienced in foreign affairs and many of the ideas originated from movies the president had seen, Reagan with his confrontational rhetoric significantly contributed to the changes in the world politics . The Iran Contra affair is historically defined as the “Reagan administration scandal that involved the sale of arms to Iran in exchange for its efforts to secure the release of hostages in Lebanon and the redirection of the proceeds of those sales to the Nicaraguan Contras.” As the Nicaraguan counterrevolutionaries, known as the Contras, began their efforts to retaliate against the Socialist Sandinista Regime, American government forces stepped in to support the Contra cause in a hope to support the world-wide elimination of Communism. In the 1980s, the Soviet Union was plagued with a stagnant economy – it had no incentive to promote communism in Central America. Ignoring the USSR’s economic weakness, Reagan asserted squashing the Salvadoran rebels would stem the spread of communism and would reestablish American preeminence in Central America. Reagan outlined his vision of a future world order founded on the “essential human freedoms”: freedom of speech, freedom of worship, freedom from want, and freedom from fear. The motivation behind US endeavors during the Cold War was to interfere with Latin American countries politically to counter the spread of communist ideologies that were seen by the US as being directly opposed to its economic and philosophical interests. The US’ economic interests were spread and consolidated through corporations operating within Latin America such as Alcoa, United Fruit, and others. It is through these corporate interests, which were under threat of nationalizion in their respective countries by leftist governments taking hold, that the US justified much of its involvement toppling governments in the region.
In my film analysis I chose three films that deal with previous U.S. administrations and more specifically the CIA's covert operations in supporting and aiding groups in other countries that ultimately opposed communism. The support of these groups was a way to perpetuate the containment policy.
Reagan continued to press for money in support of the Contras, while Democrats in the House of Representatives contemplated complete termination of Contra support. Eventually there was a concession on both parties, creating a limit of twenty-four million dollars of Contra aid for the 1984 Fiscal year. This amount, while generous, is significantly less than the Administration’s aims, hence the opportunity for future additional funding from Congress.
