Wilmington, Delaware is located in New Castle County, one of only three counties in the state, and the largest city with a population of 70,851. The racial makeup of the city is 58.0% African-American, 32.6% White, 0.4% Native American, 1.0% Asian, <0.1% Pacific Islander, 5.4% from other races, and 2.6% from two or more races. 12.4% of the population is Hispanic or Latino of any race. Non-Hispanic Whites comprise 27.9%. The median household income is $32, 844. Amongst youth 18 or younger, 45.7% were living below the poverty line.

The risk factors were in 5 categories:

1. Emergency Department Visit History
2. Labor Indicators
3. Child Welfare Investigation History
4. State Juvenile Services Participation
5. School System Events

These categories were disaggregated into specific risk factors and given score value for use in a predictive prevention model. Some of the risk factors with the highest point value were: unemployment, clinical police encounters and recipient of social services programs ever. (CDC, 2015).
Mental, Emotional and Behavioral Health

“Researchers now know that the prevention of mental, emotional and behavioral (MEB) disorders is inherently interdisciplinary and draws on a variety of different strategies.” (Nemours, 2013).

In a 2013 Child and Adolescent Community Needs Assessment commissioned by Nemours Children’s Hospital concluded that there were several significant MEB concerns that were pervasive throughout the region, which included New Castle County Delaware. These concerns included:
