The snowy Mountain Tourist Department was tasked with developing new promotional events to attract skiers during the upcoming season. Over the years, this resort community had been steadily losing business to other ski destinations. Sasha Adams, the department manager, was willing to admit that her ideas were just not competitive, so she turned the task over to her department.

 

Sasha was thrilled to learn that her department generated three creative ideas. The problem was that supporters of each idea felt very strongly that their idea was the best, and they could not narrow it down to one event. Sasha honoured her commitment to allow the group to make the decision, so she had department numbers vote. Three votes went to a winter comedy festival, three votes went to a winter sports event, and four votes went to a winter carnival.

 

Sasha had high hopes that the winter carnival would increase tourism, but it decreased department morale instead. The four members who had voted for the carnival were very involved, but more than four people were needed to run the event. In the end, it was not a success. The other six members felt that their events would have achieved much better results. Were they right?
