First, compare the most significant bit P3 and Q3 of the numbers. Let P3 =1 and Q3=0, than P3>Q3
However the remaining bit required to compare. If P3 =0 and Q3=1, than P3<Q3
If both P3 and Q3 bit are equal then it moves to 2nd step. From the given question the MSBs of P and Q is equal that is 1 hence, it moves to 2nd stage of comparator.
Now, compare the next significant bit P2 and Q2 of the given numbers. Let P2 =1 and Q2=0, than P2>Q2
However the remaining bit required to compare. If P2 =0 and Q2=1, than P2<Q2
If both P2 and Q2 bit are equal then it moves to 3rd step. From the given question the 2nd bit of P and Q has P2>Q2 that is 1>0 hence, it moves from the comparator results shown P>Q.
