Nuclear  magnetic  Resonance is a physical phenomenon when nuclei are disrupted by a faint oscillating magnetic field in a strong constant magnetic field and react by generating an electromagnetic signal at a magnetic field frequency characteristic in a nucleus.

Explanation

Shielding is a barrier created by electrons in inner shells that eliminates the pull of the nucleus on external electrons. . The smaller the electron density around the proton, the bigger is the induced secondary magnetic field which opposing the resultant  magnetic  momentum . Also  higher the electron densities around the nucleus,  higher will be  the magnetic field oppose the electron,  so the shielding will be greater . Hence it needs a lower frequency to achieved  .If the electron density around the nucleus decreases the opposing magnetic field become small .
