The lack of interventive incentive stems to the issue of the nature of cyberbullying which occurs predominantly outside the administrative gaze. The degree of administrative paternalism in managing actions or circumstances of bullying negates the individual victim 's ability to negotiate, associate and resolve victim-bully interaction. By neglecting any communicable efforts in TDSB policy for the bully to participate in remedial efforts, excluding judiciary platforms, the victim is deprived of enriching self-reliant methods in dealing with bullying. Such is the outcome of certain cyberbullying incidents where, despite the plethora of online support services, the cyber victim opts to block over confronting the bully (Perreault). In the past, bullies were bigger children who constatntly picked on the smaller and weaker children. Bullies normally teased the children they victimized. If they got away with it, bullies also demended food and money from their victims. Sometimes, for the few unlucky ones, the bullies got physical with them. When bullyng occurred, it typically happened on school’s premises. Once the children who are being bullied got home, they were safe from the abuse. As scoiety evolve into the world of technology so has bullying. With cyberbulllying, children are never safe from the continous torture of being bullied. Yet, some states do not define cyberbullying as a form of bullying in their anti-bullying laws. Every state has a diverse definition of bullying. While some states specify physical altercation or badgering as a form of bullying, others define it as merely aggravating behavior (Maggie Clark 2). With no definite definition and no sole constitutional course of action, adults are bullie at work as well. They can only fit the crime to a punishment (Allison Ballard 3). If there is a single definition which covers all aspects of bullying, in any type of environment,, adults and children will have the protection they need.

Increases in technology, and access to that technology have increased student ability to bully using an online forum. Not a lot of research had been done into this subject at the time of this article. Taking this into consideration there had been a few large scale studies done that corroborated the belief that cyber bullying is a significant problem. Researchers believed that due to the potential for exposure to this type of bullying, more studies needed to be done. With increased research there was the hope of diminishing the number of incidents of cyber bullying and the effects of those incidents. The research that had been completed also pointed to additional issues, including behavior problems, suspensions, substance abuse and depression among students who had experienced cyber bullying. The other side of previous research showed that the students who used cyber bullying as a weapon were more aggressive in their behaviors.
