One of the areas from the book regarding the Code and assessments that I have an interest in is the Core Elements of Informed Consent in Assessment. The core elements in an assessment include the nature of the assessment, purpose of the assessment, fees, involvement of third parties, and confidentiality. The nature of an assessment includes multiple aspects. These aspects refer to testing and procedures, the category of the assessment “(e.g., personality, psychopathology, competency, parenting skills, neuropsychological abilities and deficits, employment skills, developmental disabilities)” (Fisher, 2013, p. 279). “Psychologists must also discuss with relevant parties the extent to which their services will be covered by the individual’s health plan, school district, employer, or others” (Fisher, 2013, p. 279). The involvement of third parties includes employers, HMOs, legal guardians, governing authorities, or individuals who have requested the assessment. There are state laws, ethical standards, and federal regulations that are to be followed regarding third parties and releasing information and documentation to them. If a child is being assessed, then both parents need to give permission for the assessment to occur. Confidentiality is important, and you need to explain the limits of confidentiality in a comprehensible, and straightforward manner. We have to comply with requirements as mandated reporters and report any type of abuse or child abuse. There are limits to confidentiality that include reporting abuse and the assessments involving minors and their guardians accessing the records. Several assessment tools have been developed to assess symptoms and behaviors of different constructs including: eating disorders, anxiety, depression, personality, obsessiveness, among others. Before an assessment is completed, the assessor and court of law need to ensure that all family members, and lawyers will have access to the report and they will also know who will be getting a copy of that report. The inability of a child to give permission to participate in treatment without adult consent develops confusion in regard to boundaries of confidentiality. Parents who give permission for their child to take part in treatment are not automatically granted access to the communication that transpires during sessions. The relavence of information said in confidence should be taken into consideration by the professional. If the professional belives the information should be shared with the child’s guardian, the professional should allow the child an opportunity to inform hir or her parents as a gesture of respectful. Different states have different statutes in regard to legal obligations, however, in regards to child neglect or abuse concerns, all states have mandated reporting regulations (Philllips, n.d.).
Have a second training for the departments that have the lost incident. This way will help to make sure everyone is aware of the rules and has a personal responsibility to keep the workplace safe. When the rules are practiced and taken responsibility, amount of lost incident would be decrease and there will bring an improve WHS performance on the site.
Sherry, thank you for your discussion. As you mentioned, the State of California does not have any clear regulations related specifically to assessment training. It is refreshing to hear that school counselors are collecting additional information on their students to develop a thorough assessment. Several decades ago, school counselors solely relied on written assessments. Naugle (2009) explain several aspects school counselors competencies such as, “identify, access, and evaluate most assessments,” (pg. 40). Whist (2013) explains that counselors should use the littlest possible diagnosis for their clients so that it does not have a lasting effect and the client isn’t define by a label.
