The Department of homeland Security (DHS) is a body responsible for maintaining the security and safety of the United States from attack by terrorists and other possible disasters. DHS was created after the attack by terrorists on 11th September 2001 and it has immensely focused on federal preparations of dealing with terrorism while at the same time trying to manage other important duty which includes ensuring security of the borders and taking part in customs and emergency management practices. Even with all these it is doing, the department has not escaped from accusation for having a fixation on terrorism which has resulted in substantial criticism and controversy, which also contains accusations of violating civil liberties (Perl 2004).

DHS role differs from the Defense Threat Reduction Agency (DTRA), DTRA protect the nation from WMD attacks, they concentrate on ensuring that WMD’s are not placed in the hands of any terrorists or enemies of the United States. We cannot assume that we can prevent all acts of terror and therefore must also prepare to minimize the damage and recover from attacks that do occur. As September 11 showed and proved to us that we are not where we are supposed to be, the aftermath showed us how vulnerable we were. The events that occurred on September 11th, 2001, changed the United States and the rest of the world. President George W. Bush declared a war on terrorism on national television, during a joint session of Congress on September 20th, 2001. The President’s words echoed the cries of this country and during his speech he went step-by-step in his explanation of the events and actions moving forward. After explaining to the nation the details of the events that occurred on September 11th, he requested that American’s not hold all Muslims responsible for the cowardly acts and attacks. He acknowledged the country may face many challenges in finding and eliminating the elusive enemy. Turning our countries grief and anger in to a mission to rebuild and overcome was part of his plan.
When I hear of the word apparatus, the first thing that comes to mind is a group of fire trucks, as they are called apparatuses, which means that it is a group of something that has a certain use. In chapter 2, I found out that Homeland Security has several different agencies and is considered an apparatus. In this essay, I will discuss some of the different types of agencies involved with Homeland Security, as well as possible ways that some of the agencies mentioned can help me when it comes to my future career. Finally, I will also go over ways to possibly make the agencies run more efficiently when it comes to them cooperating with certain issues.
An incredibly long 13 years has passes since the Department of Homeland Security has stood up and began the ultra important job of protecting the United States from both state and non-state sponsored threats. There have also been great strides made to protect the U.S. from insider threats as well. The monumental effort it took to synergize all 22 agencies with inherently different jobs into one living breathing unit took significant patience and forethought. There has been and will continue to be heated debates on protecting civil liberties while guarding citizens from both terrorists and natural disasters. Can there be a balance of maintaining civil liberties and securing the airports, borders, and cities from another 9/11? Has there been a significant improvement in how different agencies break through the bureaucracy and come together to share information? There has indeed been a substantial improvement to how 22 agencies across the government provide security for all Americans.
The first essay question in the final assignment asks students to discuss the capabilities and limitations of intelligence in supporting homeland security efforts. Intelligence matters have greatly improved on this front compared to the way things used to be prior to the September 11th terror attacks, but there are areas that still need to be addressed. On September 11, 2011, the United States was rocked with a terrorist attack unlike any other to its date or since. As a nation we grieved and mourned the loss of those that died that day and in the following days from the event. While terrorism was nothing new on this date, terrorism has been around in some form or another since the time man began inhabiting the earth. Terrorism has never been something that the US has been free from, but it is something that the US viewed very differently from that date on.

As recommendation, there is a need to continue encouraging forums where intergovernmental agencies and the citizens can frequently have an open discussion such as media chats and possible quarterly live Television programs, there should be a day or a week in the year dedicated to Human Trafficking. Also a monthly magazine would be a good idea to collaborate into the awareness effort.
