Along those same lines a liaison can potentially provide a direct military force to solve a problem when it is within their home country. So instead of just providing intelligence support they could also provide operational support as long as those lines of communication and understanding are in place. Potentially the most beneficial advantage to cooperation is that of providing a viable “cover” to mask U.S. actions or interests as local ones and concealing otherwise apparent U.S. behavior in foreign countries.
There are also disadvantages to foreign intelligence relationships and liaisons which the United States must maintain a state of vigilance on (Rosenbach and Peritz, 2009). First the U.S. needs to be aware of the potential for conflicting interests. Relationships with adversaries could potentially provide them with sensitive information about interests, strategies, plans, or tactics critical to the U.S. This leads into hostile collection and the fact that liaisons or foreign partners may attempt to leverage their status in an effort to gain insight into United States intentions and or sources and methods. So as the U.S. is collecting in a foreign partner’s back yard this could tip them off to sensitive strategies being utilized.

The CIA, otherwise known as the Central Intelligence Agency, is a federal agency that is independent and has the responsibilities of providing the country of the United States with national security intelligence. The CIA is in charge of gathering information that is going on from other countries in order to help our own national security to become stronger, and to be able to protect the citizens of the United States better. However, what happens when the CIA tries to protect it’s citizens by screwing over other countries? What happens when the CIA is responsible for destroying other countries’ governments or placing leaders where we do not belong as a country to try and control politics that we should not even be involving ourselves in. While the CIA is meant to have good intentions for providing our country with national security, a lot of times the United States is responsible for meddling in affairs we never belonged in which cause harm, devastation, or death to the countries we force ourselves upon.
The United States experienced interagency rivalries and tensions exist because they want their agencies to be the one that capture the terrorist. Interagency rivalries can be due to the level of training is better form another agency. Some agencies don’t have the capabilities to do the job. Countries have different cultural belief that might conflict in rivalries and tensions.
The DNI has modestly more power than the old Directors of Central Intelligence (DCIs), but not enough to give the ODNI/AIS real clout. “Herding cats” remains a decent description of the ODNI’s basic role. The DNI has several duties and responsibilities, but for the subject of improving intelligence information sharing the focus will be directed towards: Improving Analytics, Improving Information Security, Improving Foreign Liaison Relationships, and the end state of Improving Information Sharing.

It is not that they have been reconstructed from the ground up, or that their mission has completely changed, it is, in the community’s eye anyway, that they now all share information, no matter how important or how small. This information sharing now even includes all the way down to local and tribal authorities. The reasoning is that, even if it might be small or seem insignificant to you at your level, it may be the piece someone somewhere else in the country needs.

The United States have been sending numerous military units to different parts of the world to sustain survivability of other nations that are American allies. Countries that are part of United Nations have been combined force that if there is a situation around the world, all the nations including the United States will meet up and decide what the corrective action to resolve the issue is. The United States military has been in so many conflicts with other countries that to the point that many of them becomes our allies. Many agencies ae trying to continue to gather information on potential terrorist or attacks before they can happen and without the proper relationships between the federal agencies, this will continue to be a complete failure.
The CIA is interrogating two prisoners. The prisoner admits to the CIA that ISIS is planning another attack on United States in one of the major cities. He will not admit this information unless he is guaranteed that he will not be prosecuted or executed for being a part of ISIS. The other prisoner is guilty of carrying out bombing several government buildings in Washington D.C. He is responsible for murdering over 100 people. The CIA is only allowed to execute one of prisoners due to the President concern for other important issues. Would would you do?
