I am writing to apply for a position with the Office of General Counsel of the CIA. I have recently graduated from the University of Toledo College of law, have taken the Maryland Bar Exam, and I am anticipating being admitted in December. Further, I am currently serving as a law clerk on the Maryland Court of Special Appeals and will be available to begin employment at the conclusion of my clerkship. I hope my attached resume demonstrates my intellectual capacities and qualifications for this position. A position with the CIA, however, requires not only the intellectual capacity necessary to apply the law, but the wisdom to understand the consequences of its application. Well, to me it sounds like the Central Intelligence Agency really does not deal with the problems that arise. I say this because in Kent Pekel’s article titled, “Integrity, Ethics, and the CIA” he tries to bring up that the Central Intelligence Agency really does not deal with ethical problems that arise; he interviews many different people and we get to know their side of what it is like working at the Central Intelligence Agency and what happens when ethical problems happen and how they are usually told to handle them. According to Pekel (2011), “They argued that when people fear they will be blamed for anything short of an optimal outcome, pressure is created to do whatever it takes to achieve that outcome, including cutting ethical corners and covering up mistakes” (p. 1). Sometimes when people who make unethical choices in a situation only do so because they feel pressure to get the job done. A point was raised about how the Central Intelligence Agency can attempt to weed out the rotten ones from the association while giving a couple of necessary ethics instructional meetings to remind other people to be ethical; however, this can be considered shallow and it is bound to fall flat (Pekel, 2011, p. 1). Whether it is a conspiracy or not many question how the investigative journalist died and why his death was ruled as a suicide. Gary Webb was most known for tracking down corruption and exposing it to millions of Americans. He wrote stories about corruption from county, state, and federal levels, for more than thirty four years. He is most known for writing an article titled "Dark Alliance", which “linked the CIA to the crack cocaine epidemic in Los Angeles during the Iran-Contra scandal. Thinking in the philosophical terms of "good" and "evil," nothing purely "good" can survive without the slightest taint of "evil," and vice-versa. The same standard exists for everything. Just as you cannot always succeed by being purely honest, a government cannot hold itself together without committing it's own personal rights and wrongs. The United States of America has protected its residents well in the past, and kept the appearance of a mild innocense; well, most of it, anyway. An investigation by the FBI has led authorities to believe that a man has taken 7 year old Jackson that has been missing for 37 hours and is currently hiding out. Members of the military services should be aware of any insider threat indicators presented by others to ensure the proper steps are implemented in the early stages and safeguard classified information. At this point, we should understand desperate people in desperate situations mainly derive espionage cases. Following this, it is essential for all soldiers recognize any form of threats to our nation’s national security and report these incidents immediately before they can harm our country. In addition to Martin’s espionage case, we can further understand the importance of securing classified information because it can seriously destroy relationships between countries. As a result, Martin deserved the punishment given to him because he knew the consequences of betraying his country. The Federal Bureau of Investigation, FBI, is a law enforcement and national security organization. “The mission of the FBI is to protect and defend the United States against terrorist and foreign intelligence threats, to uphold and enforce the criminal laws of the United States, and to provide leadership and criminal justice services to federal, state, municipal, and international agencies and partners” (“Quick Facts”). There are many different qualifications and requirements to become an FBI Special Agent but the salary and career outlook make them worth it.
Since 1947, when the Central Intelligence Agency was created, the United States has had an organization that has the sole purpose of conducting covert operations, collecting information, and providing that same information to the respective personnel. Although, this, by some, has been considered conflictual as the CIA is handling those three actions. When retired General Petraeus’ name is uttered, some recall his stellar 28 year career culminating in the stabilization of war-torn Iraq while everyone remembers his extramarital affair culminating in the release of classified information to his mistress. Similar to a Shakespearian play full of scandal that ends in tragedy, I will assert how General Petraeus is a visionary leader by stabilizing war-torn Iraq from 2007 to 2008 who became an unethical leader while serving as the director of the CIA by having an extramarital affair and releasing classified information to his mistress. To enhance my claim that he is a visionary leader, I will be focusing on his transformational leadership behavior of inspirational motivation and “Lewin’s Phases of Change” during the stabilization efforts. To enhance my claim that he is unethical, I will focus on two contributing factors to his affair and release of confidential material which are: the ethical trap of loyalty syndrome and the ineffective use of intellectual integrity. Finally, I will be detailing my personal relevance utilizing visionary leadership to revector my organization before a Nuclear Surety Inspection and how I became an unethical leader while serving as a team chief in my earlier years. Aldrich “Rick” Ames was born in River Falls, Wisconsin on June 26th, 1941. Like most children, his childhood did not reveal a disposition for betrayal and apathy, but rather held promise. I chose to learn about Ames and his crimes against the CIA because of the relationship he had with both them and the KGB. Further research regarding the sociological and psychological effects of Counterinsurgency Human Intelligence operations, and how a compulsory may change intelligence guidelines and procedures to modify motivation structures and reduce civilian violence associated with foreign Human Intelligence agent networks. What authority approves recruiters to operate outside the scope of intelligence gathering?
The term “Covert Action” brings with it a connotation of shadowy figures wrapped in secrecy and intrigue. It also brings with it a substantial amount of moral questions as to “what is right.” The use of covert action has been widely publicized since the early seventies, but trying to find out the truth to these events has been difficult to say the least. What is even more difficult, is historically recording these events into categories of successes or failures. These operations are difficult to dissect because of their secrecy and although events have been recorded, some facts simply aren’t apparent. This paper will seek to identify the complex issues associated with covert operations.
Lastly, I will also show that Ms. Rice and I share the goal of ethical leadership, but there have been times in both our careers when we have fallen into the ethical trap of Loyalty Syndrome and lacked Healthy Skepticism discussed during this course. Ms. Rice was blindly loyal and therefore, failed to question an Air Force General’s opinion regarding a routine mission that cost many lives. I too was loyal and failed to question my Chief during a routine Below-The-Zone (BTZ) murder board that cost many hours of work and respect.
