Good project managers are facilitators so they have to be on service of all the needs of the project and also people. Sometimes this could be a hard mission, and not easy to achieve. PM to succeed have to do a big labour within projects, and sometimes there is a misunderstanding about what project management exactly means.
In general, a good PM has to have both, training and experience. This is why this career path can be considered as an “Accidental Profession”. It can be trained but it is composed by different skills that can only be achieved by experience.
Second part of the question:
The second part of the question is to organize the guidelines in order of priority. It is important to mention that those guidelines were created by a study made to a considerable number of successful project managers. The main idea was to find the main skills that a project manager has to have to be successful.
Following this point of view, it is possible to classify the guidelines in three groups which represent the three more important skills that a project manager has to develop:
1. Understanding. 2. People. 3. Planning.
The order of the groups was made following the reasoning that first of all it is important to understand what has to be done, then it is needed to establish the people who will be involved in the project and finally, the planning can be done.

A project manager must be a skillful planner and can inspire his or her team to produce as needed. Per LaBrosse (2007), project management can be used throughout the organization to boost personal and collaborative productivity by building a standardized system that embeds best practices into the way projects are managed” (p.26).
Time after time many project managers will start out of the blocks full of excitement and passion about their project. Then along the way things start going wrong, whether it be unanticipated schedule or budget issues, an unforeseen risk spinning out of control, or an ugly issue rearing its head. Rather than act deliberately, many PM's will sweep the problem under the rug, start screaming "fire", panic, or politically disengage themselves from the problem by blaming someone else. In any event, rather than act to address the problem the PM does nothing to help the situation and most likely does things to further exacerbate the problem. If management is attentive to the problem then a likely outcome is to replace the project manager with a "closer"; a more experienced and seasoned PM who can stare down a problem and get things under control. Executive Summary Project management is the science of planning, organizing, executing, and managing the resources needed to achieve a specific goal. Effective project managers (PM) strategically facilitate the entire project management process to ensure the project’s success. To do this the PM must adequately meet the specific requirements (i.e., time, scope, quality, and cost) set forth by the project and its stakeholders. It is theorized that PM must possess a set of core competencies in order to successfully manage a project. Those competencies are development of project management knowledge areas, application of appropriate project management tools and techniques, understanding of the project

The necessary requirements for project management are planning, defining, organizing, executing, controlling and then closing the project.
An effective manager is respected for the role they play but an effective leader is often remembered long after they or their people are no longer in their roles.
Being a manager is a privilege but also a big job and it comes with a lot of responsibilities, a person must have to have the knowledge, and expertise to become a manager. In order for someone to become a good manager, he/ she must be a decision maker, leadership skills, a good planner and must have good communication and interpersonal relation skills, these are the things that one must have to become a successful manager.
