The Center for Mississippi Health Policy is an organization that has an impact on local and state health policy. It is an independent, non-partisan, non-profit organization that provides objective information to inform health policy decisions. The Center for Mississippi Health Policy is an affiliate member institute of the National Network of Public Health Institutes. The core functions of the organization include policy analysis, information dissemination, analysis of legislation and regulations, and sponsorship of health policy forums and other venues for dialogue. The focus of the Center is on the application of research to relevant health policy issues rather than the development of original research. The mission of the Center for Mississippi Health Policy is to serve as a catalyst for health policy debate, providing information to policymakers and the general public and communicating research findings that will stimulate dialogue and inform decision-making. The office is located in the state capitol, Jackson, MS.

It aims to identify issues that policy makers want to deal with. While policy makers are in session, the representatives from the organization spend a great deal of time at the capitol sitting in on the committee meetings and listening to the debates on the floor. They determine areas in which the policy makers need research to deal with future policy issues that will help to form a debate. Their policy agenda is driven by the needs of policy makers. They are selective about what they are going to do research on. Mrs. Hanna explains how some issues are really important, but they are so political or emotional that it doesn’t matter what the research says. These types of issues are avoided. Alabama ranks poorly on many health indicators. It is ranked 47th out of 50 in the nation in overall health; 43rd in cancer deaths, 2nd in deaths from cardiovascular disease and 3rd in the incidence of diabetes (Healthy People 2010). Also, Alabama is ranked 5th in the number of residents without health insurance. In my opinion, I believe the greatest challenge that these health disparities present is that very often socioeconomic status determines an individual’s health status. Growing up in Birmingham, Alabama, I witnessed many people in my community suffer from health issues because compared to other ethnic groups, African Americans, tend to be far less trusting of physicians and their medical advice. Notably, the distrust is rooted in pass corrupt cases, such as, the 40 year Tuskegee syphilis study and the case of Henrietta Lacks. The lack of minority representation in health professions is my motivation for pursuing a career in a health-related profession.

This paper focuses on analyzing the Massachusetts health care system. Specifically it addresses how the 2006 health care reform law sought to increase health insurance coverage for the uninsured, underinsured, children, young adults, and low income residents. Its desire was for universal coverage for all its residents, and that it would be both reasonably priced and of value. The Law addressed need to decrease the barriers to health care, such as racial disparities, and overall health care costs while increasing access to provider, utilization of services, with a focus on quality care. As a health policy analyst for the state of Texas which has not elected to expand Medicaid as part of the Affordable Care Act (ACA) and now has been notified that the state leaders have taking into reconsideration their recent decision during an upcoming session in order that we begin gathering data on the benefits of adapting the Medicaid expansion. As a health policy analyst our goal is to assure data quality, interpret data, and discover new information in the data. Medicaid is a federal and state partnership with shared authority that is a health insurance program for low-income individuals, children, their parents, the people with disabilities and the elderly. Nationally Medicaid covers health care for over 72 million people. Even though participation is optional, all 50 states participate in the Medicaid program. However, Medicaid benefits eligibility varies widely among the states all states must meet federal minimum requirements, but they have options for expanding Medicaid beyond the minimum federal guideline (http://www.ncsl.org/research/health/affordable-care-act-expansion.aspx). In this research we will identify the state of interest which is Texas, compare the state’s decision, determine the alternate approaches to expanding access and provide a recommendation on whether or not the state should opt in to the Medicaid expansion.

In the United States, the health care system differs state by state. Each state has their own set of laws and regulations that fit their standard of morality. When it comes to health care, each state may differ in healthcare’s cost, access and quality.
