Energy renaissance versus worldwide destruction, these two theories present common views regarding the utilization of nuclear power. Few energy resources have been spoken with such notoriety by some and praised as the final energy solution by others than nuclear power. However, the United States must increase its use of nuclear power in order to cover rising energy demand caused by the global energy crisis. In addition, nuclear power is and will be an important factor in combating atmospheric increases in CO2 and maintaining economic strength. In 2008, A.S. However, this "apparent" negative stigma by the global market for nuclear power has dissipated. The International Atomic Energy Agency (IAEA) posted data detailing increased demand for nuclear power plants. The IAEA, according to http://www.iaea.org, is an independent international organization, with employees representing 100 different countries, affiliated with the United Nations. Its purpose is " to accelerate and enlarge the contribution of atomic energy to peace, health and prosperity throughout the world." According to the Elisabeth Dyck's article, Belarus Starts Constructing its First Nuclear Power Plant, Belarus has started construction for its first nuclear power plant on November 6, 2013. It will be operational by 2020 (1). The proliferation of nuclear power in Belarus begun with an Energy Planning Analysis, conducted with the help of the IAEA, from 2007-2010 and was finalized in an Nuclear Energy System Assessment from 2009-2011 (Dyck 1). From beginning to end, this project was predicted to take13 years, which is below the Schneider and Forggatt's time estimated to set up the project (between 11 and 20 years) (Schneider and Forggatt 17) . In addition to Belarus, Turkey had an Integrated Nuclear Infrastructure Review with the IAEA to determine its infrastructure requirements necessary to field a new nuclear program.
