OPM is the personnel management of civil service government, and they are responsible for government offices. The question lies if they are not functioning or operating effectively then, is this the prime reason(s), some of those agencies decided to separate from OPM? This is very interesting because I was not aware that OPM have major challenges until six months ago. Most information about OPM challenges are from classmates and class discussions. Managing and running a public agency is never a simple task. In addition to running efficiently and effectively, public organizations are often expected to be responsive to citizens. However, occasionally there are issues with the structure of an organization and its decision-making processes that are problematic. As exemplified by the case study involving Steve and the Department of Transportation (DOT), such issues are present and are therefore making its responsiveness to the public particularly poor. First, there is an extreme lack of cooperation between departments. Secondly, Steve makes some excellent suggestions, however, rethink his decision making process. Third, In order to become a more responsive department, first the DOT must rearrange its organizational structure. Lastly, by adopting a team approach, the DOT has the potential to become a more effective organization.
Organizations are a group of people working to achieve common goals and objectives through a division of labor. A well designed and functioning organization gauges individual strengths and assigns tasks with aptitude and ability in mind, allowing the group to achieve more as a whole rather than by individual effort. The definition is simple but implementation of that definition is complicated as organizations are subject to a multitude of factors that can both enhance or constrain their performance. Understanding and managing these factors to ensure success is the mark of a good administrator and reason for study of organization theories in public adminstration programs. While general principles of organizational theory provide a baseline approach to either the public or private organizations, there are attributes of each that requires adjustments for success in each. As often in public administration, context matters.
