Marijuana use in the United States has been increasing throughout the United States, along with the number of marijuana related arrests. In 2011, law enforcement agencies made 574,641 arrests for small quantities of the drug intended for personal use, the “marijuana arrests were about 13.6 percent more than the 505,681 arrests made for all violent crimes, including murder, rape and serious assaults” (Williams, 2016). Illegal and legal marijuana use is associated with high rates of property and violent crime rates, but in recent studies evidence was found to support the opposite. Shepard & Blackley (2016) found that legalized medical marijuana does not have a negative effect on violent and property crime. Morris et al. (2014) found that medical marijuana laws are not predictive of higher violent and property crimes, but may be related to reductions in violent and property crimes. Maier et al. (2017) found that states with decriminalized and legalized marijuana laws compared to states without did not differ in rates of property, violent, or drug abuse crimes. To better understand this social issue, one must look at it from the view of each of the sociological theories; Functionalism, Conflict Theory, and Symbolic Interactionism. These theories help sociologist explain and understand the different aspects of social interactions and issues. Functionalism is a macro level theory, which focuses on large scale social interactions, and views society as a structure with interrelated parts that are designed to meet the biological and social needs of individuals in a society (OpenStax, 2015). Herbert Spencer was the first to recognize a relationship between the parts of the society and the whole society. He explains the theory by comparing the society to a human body and the organs to social institutions; social institutions help society run smoothly and efficiently (OpenStax, 2015). Functionalists believe that social issues weaken a society’s stability, but that they also serve important functions for the society. Functionalist view the issue of marijuana related arrests as individuals who partook in deviant behaviors, or behaviors that go against cultural norms, and received negative sanctions for their actions.
The uses of marijuana amongst teenagers has increased over the years making it the most accessible drug in America as well as one the most beneficial due to its medical uses. According to the article of Marijuana Use Among Youths Is a Serious Problem, written by the National Center on Addiction and Substance Abuse at Columbia University (CASA) (2004), stated that the uses of marijuana has impacted the youth in many ways due to the unknown factors of marijuana such as admittance to treatment facilities, and being admitted into emergency rooms. It also believes that society is a system of components that are internally connected and that all the components work together to maintain stability in the society.
Attorney General Jeff Sessions as reversed President Obama’s 2013 policy that protects legalized marijuana programs from intervention from the federal government. What this does is hands the decision back to each state. Each state’s U.S. attorney will now decide whether to enforce the federal marijuana law. Attorney General Sessions stated that “it is the mission of the Department of Justice to enforce the laws of the United States.” According to General Sessions, the previous policy undermines the rule of law. Currently, individuals that are prescribed medical marijuana and the programs that supply it are protected from federal prosecution by the Rohrabacher-Blumenauer amendment. However, the D.E.A. classifies marijuana as a schedule I substance; making it extremely difficult for it to be researched for its medicinal value. In Stanislaus County at the Gallo Center for the Arts, there was a debate about legalizing marijuana for recreational use. It will be this November for Californians to vote on the ballot. The debate was composed with Sheriff Adam Christianson (against), California Growers Association executive director Hezekiah Allen (for it), Supervisor Vito Chiesa (for it) and Sacramento’s media consultant and panelist Jason Kinney (for it). The only person that was opposing the legalization of marijuana was the Sheriff and for him, it was due to see people in the streets not being able to get out of the addiction. In the panel one facilitator spoke about a research stating that marijuana alone was no addicted, people were addicted when there was another drug involved. Functionalism developed out of the positivist observation that 'all positive speculations owe their first origin to the occupations of practical life' (Comte, 1865, pg 11) and the boundaries of scientific knowledge can not go further than empirically observable truths and views societies as holistic systems where 'the whole is greater than the sum of its parts' (Taylor et el, 1997, pg 662). Functionalist analysis draws on three assumptions essentially seeking to transform society into a theoretical system of reality. The first assumption is that there are zero independent parts operating within
