The state and the local government of the United States have a complex system of interactions between each other. Each have some roles that are shared between the two and they each have separate powers and roles from one another. They also have interactions between each other where they both can use the powers that are shared between the two in order to work together to solve certain issues. However, because it is a complex system of interactions and relations between the two it causes a lot of conflicts and controversy about who should be responsibly for what. Also with this controversy, there can be negative interactions between the two where they will argue with each other. However, if the state and local government stopped fighting so much and worked together more often then maybe there wouldn’t be so much fighting between the two. This paper will discuss the roles of the state and local government, the relationship between the two, how it can be controversial, and how it can possibly be fixed to prevent conflict between the two levels of government.
Powers shared between the two The state and the local government do have shared powers between them. They are both responsible for paying and funding public services, including paying for most roads, public school systems, clean water sources, organizing fire and police services, and arranging elections for their citizens. They are also responsible for providing welfare and transportation for its citizens (The USA Online, n.d.). State and local governments also have the power to set education policies for schools. Although local governments such as cities, counties, towns and townships regulate and control the schools to set new policies, the states are the dominant policy makers and are the ones who make decisions on important issues (Bowman and Kearney,

The local government is responsible for setting the overall direction for their municipalities through long-term planning. Some include financial planning, council plans and municipal strategic planning. The local government is also responsible for managing and providing a wide range of quality services to their communities and its citizens. They also legislate and make decisions in areas where the have the legislative authority to do so. Local governments also have the power to make and enforce local laws and other legislative actions that are within their power of authority. Policies are what guide the activities of a local government and creating these policies are important for local governments operate properly. Also councils of local government represent their local community for matters that concern to those constituents. Another role that the local government has is supporting the behalf of their constituencies to the state and federal levels of government (Good governance, 2012). The mayor of a city or town has a number of different roles that are both legislative functional. Then there is the council of a local government, who sets the vision of the city, develops the strategy and the policy, and reviews the outcomes. Cooperative Federalism was the “Marble Cake Model”. The Chocolate layer (National Government) and the Vanilla layer (States’ Government) were swirled together. The national government has become incorporated with the state and local governments, making it difficult to tell where one type of government begins and the other types end. Federalism has evolved throughout American history. At different points in time, the balance and boundaries between the national and state government have changed substantially (resulting in the dual federalism, cooperative federalism etc.). Dual federalism which can also be referred to as divided sovereignty draws a clear distinction between federal and state governments, with the state government exercising the powers given to them without the influence of the federal government. It can further be supported by the Tenth Amendment which states, “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States, respectively, or to the people.” Cooperative Federalism is defined as the cooperative functioning of the state, national and local governments. The American ensemble functions according to the New Dual Cooperative Federalism.
I do not see how this tension between state and local governments can be healthy for our political system. It creates problems and sometime people will start losing their trust in their governments.
When problems arise in our nation, we are left with a complicated crisis as to whose job it is to do what and who exactly should be taking care of any bad situation that seems to pop up with daily life anywhere in the world, but in this case, America. Certain governmental systems, such as Federalism, can be considered a solution to these crises. Federalism can be defined as the relationship between the individual state governments of America and the national or federal government of the United States; and works to balance the power of a large central government, and the power of the smaller regional governments.

The United States government system is very interesting and complexly designed. The state and federal government is a mirror of each other when it comes to the generics of the executive branch, legislative branch, and judicial branch, however, internally the state government has major differences on how the branches are conducted. Throughout this paper we will discuss the greatest difference between state and federal, which is the state cannot change or remove laws passed by the federal government but they could change how they execute the federal laws to their liking as long as it is constitutional.
Lastly we move to federal government this is one in which the powers of government is divided between a central government and several local governments. There is a authority superior to both the central and local governments which makes this division of powers on a geographic basis; That division cannot be changed by either the local or national level acting alone. Both levels of government act directly on the people through their own sets of laws, the officials, and agencies. In the United States, for example the National Government has certain powers and the 50 states have others. This division of powers is set out in the Constitution of the United States.
There are a variety of differences and similarities between federal, state, and local governments. This includes, but is not limited to, the responsibilities, size, and staff of the administration. The machinery of government is intended to better the quality of citizen’s lives. To define the terminology of federalism to a simplistic way is the sharing of sovereignty between the national government and the local government. The federal government and state governments have had a long history of powers struggles. The struggle goes back and forth between who has the right to make decisions and if there is a problem who should fix it. Sometimes it is better for the federal government to fix issues and during other situations it is better for the state or local governments to fix other issues. In the PBS special of the United States Constitution, Peter Sagal travels around the states documenting the various roles and impact the government has on the country as a whole and on the individual states.
Local authorities such as the county and city councils have roles such as education, libraries, public transport, emergency planning which will contribute in more of the latest technology resources which will help the people of illness or of people who need immediate medical attention; this will help services throughout a city or a county. Planning and development to improve on the communities appearance; this will make the people in the society love the place where they live which may lead to less criminal damage. Also fire and public safety and waste management and trading standards. Councils make decisions on the situations within the community; they do this by holding council meetings to discuss what needs to be done to help the society. Members of the public are allowed to attend the meetings so they have first hearing of the decisions discussed than those who don’t attend. All decisions the council make in these meeting must be later published. In my opinion I would say that local authorities are a good thing to have as they can focus on small communities than looking at things as a whole country, otherwise no problems within a community will be solved. The national and state level governments do have their similarities but they have equally as many or even more differences. Some of the powers that are exclusive to the national government are being able to declare war, establish post offices, and print money. On the other hand, the state government is able to issue licenses, regulate intrastate, and look after public health and safety. As for the tribal government, it is different because of tribal enrollment. This is necessary because it, “…results from the preparation of a tribal roll subject to Secretarial approval or an appeal to the Secretary is provided for in the tribal governing document” (Division of Tribal Government Services Mission). One of the main ways that local governments are able to distinct itself is that they deal on a lower scale of duties that only impact the people who live in the general area or city. Some of these tasks can include, “…take responsibility for parks and recreation services, police and fire departments, housing services, emergency medical services, municipal courts, transportation services…” (State and Local Government). This is in order to make sure that everything inside the city flows smoothly and it is only to pertain to a limited amount of people. One of the more obvious differences overall besides the powers that each government is entitled to is that the national and state governments have a large jurisdiction while the local and tribal governments have a smaller

INTRODUCTION: According to Politics in States and Communities (Dye and MacManus, 2009), government in the constitutional form is primarily about conflict resolution. It exists to find solutions or at least to set parameters for implementing solutions within strict limitations. At the state and local levels (which operate together under state authority), governments have the freedom to address issues and conflicts very directly through the governance policies and restrictions they put in place. For the federal government, however, decisions are tied more directly to what the US Constitution says or what it has been interpreted to mean, and it is very difficult to change.
