At most institutions of higher learning in the United States and worldwide the emphasis is placed on the depth and breadth of the institution's research, at least as far as the institution's reputation and renown are concerned. As scholarly electronic publishing develops as complement and competition to traditional publishing, the promotion and tenure boards at all universities will have to decide on the weight that electronic publishing will carry in annual evaluations; in essence, are electronic publications as respectable and credible as traditional publications? A number of factors determine the credibility of any publication, ranging from something as superficial as the publication’s imprint to the stability, or ability to be archived, of the publication; however, this proposal will focus on the relevance of the editorial process to the reputability of a scholarly publication, whether a book or a journal. In essence, the question proposed for research is not will electronic publishing have an impact on the scholarly publishing industry, for its impact will be presented as quite inevitable. The question is how can electronic publishing have the same impact as traditional publishing, i. e., if the author publishes an article in an e-journal or and h-journal, will this publication be given the same weight as someone else's article which has been published in a traditional print journal?

When looking at each of the articles presented, there are defining factors that allow researchers to determine whether or not it is a scholarly or popular resource. Of the two articles, one can assert that the USA Today Article is a popular source and the article by Baker and Algorta (2016) is a scholarly source. Each of these sources has their advantages and disadvantages due to the stylistic devices employed by the writers. With the help of each article, knowledge of readers and viewers is expanded, and while there are some facets that detract from the quality of the knowledge gained, the readers benefits from the time spent reading.
The underlying and predominant institutional layout for higher education has recently been redefined over the last 20 to 30 years. Traditionally, higher education institutions were created, maintained, and lead by one and only one goal; the pursuit of academic excellence. Intellectuals and scholars formed together in a decentralized framework in order to collaborate, propagate knowledge, and conduct research. All aspects of a university where based around the goal of education and research. The institution consisted of individuals with the same mission and formed into different departments that agreed and elected two individuals, who exhibited the best qualities of an academic, to act as the president and vice chancellor. The president and vice chancellor were responsible for making and communicating decisions as they related to furthering the development of academic goals. The president and vice chancellor were supported by several committees that encompassed all aspects of the university.
Digital publication is defined as any method of publication, which is not web based. This is essentially electronic publication that can be used to convey information to people. Examples of digital publication includes PowerPoint’s (which can be easily set up on a word document such as Microsoft PowerPoint, and are accessible to everyone) SMS or Text Messages, Photo and Video Sharing.

The purpose of this research is to objectively identify the various flaws of the College Ranking system and find practical solutions to improve the methodology of College Rankings.
