In the current business environment, the demand for project managers is ever growing. In short, project management is a provisional project constrained by time, cost and scope (A guide to the project management body of knowledge, 2013). Between the immense organization, optimization, and communication assets skilled project management brings to a project, it is easy to see why project management is a booming field of study. Furthermore, project management can be both financially and personally rewarding when long term milestones and goals come to fruition.
Government acquisition is the process through which government agencies make purchases for all goods and services. To ensure that contracting ethics and morals are observed by all the agencies there is set of rules that are to be used by all agencies, this rules govern how purchase of goods and services will be done by all the federal agencies.
Highly publicized incidents such as the federal government purchasing at $500 hammer or $2,500 toilet seat continue to capture headlines as examples of a federal procurement process gone awry, but these notorious examples have become few and far between in recent years, due in large part to significant reforms such as the Federal Acquisition Streamlining Act of 1994 that minimized some of these problems. Despite these substantive reforms, the federal government continues to receive criticisms concerning the manner in which it administers the procurement process. In order to gain new insights in this area, this paper provides a review of the relevant literature to describe the legal and administrative framework and socio-economic considerations of the federal procurement process. A summary of the research and important findings are presented in the conclusion.

The most common input documents in the procurement industry as mentioned by Garrett in his book are, request for proposal (RFP), request for tender (RFT), request for quotation (RFQ), invitation to bid (ITB), invitation for bids (IFB), and invitation for negotiations (IFN), while, the output documents are the proposals and the bids. For the purpose of this essay I am going to focus on the RFP, ITB, and RFQ as input documents on the buyers step three, solicitation. On the output documents I also want to add quotes, which were not mentioned by the author but in my personal experience they are invaluable when procuring goods and services. Throughout the procurement process, the government receives questions from companies and answers the industry questions. The government prepares for receipt of company proposals by coordinating logistics, evaluators and schedule. Each evaluator receives company proposals, and evaluation. If there are any deficiencies that the evaluator finds in the proposals, the company sends over clarifications to the evaluator. The evaluation team begins the evaluation of the companies price proposals. The government will then make a competitive range determination. The government then does live test demonstrations. The government issues a call for final proposal revisions. The government negotiates the final contract with the apparent winner, then the government awards the contract to the winning company. Finally we have the contract start up, contract performance, and contract shutdown. As we can see negotiated procurement is a process that doesn’t happen overnight, but will truly help you be able to save money off of the 300 hardware products and software services, that will used in the accounting department.
