After exerting every attempt possible to retain the peace and honor of the United States, the President was finally forced to choose between the two, in which he opted for the latter (Seymour 26). The American Presidency is one of the most criticized political institutions in the world. The American President is held to standards higher than any person can reasonably be expected to uphold and even the slightest mistake on their part can be remembered forever as a historic failure. Woodrow Wilson was the 28th president of the United States and is often considered to be one of the “top ten” greatest presidents, yet even he is not immune to historical criticism. While he may have been a very successful president he had his fair share of failures. Two of his chief failures as president were his rather disastrous policies dealing with racial issues and his pushing through of the 1917 espionage act.

In the summer of 1914 World War I began in Europe between the Allied and Central powers. Although the war was seen as unavoidable in Europe it came as a surprise to the American people. When word reached America of the outbreak of war, President Wilson urged the United States government and the American people to hold a neutral attitude on the war in Europe(1). For the most part President Wilson’s initial stance on neutrality was strongly supported by the majority of the country. The U.S was content with staying neutral during the first world war and it proved to be extremely beneficial for them as they became rich. The economic surplus that came with being neutral was enough reason for the U.S to stay out of the war. They were eventually pushed into participating in the war and played a key role in the allies victory. However, President Woodrow Wilson was not pro-war from the start. When the war began in 1914, it was the logical decision for Wilson to keep the United States neutral. A majority of Americans had either emigrated from Europe or had family members that had done so. Therefore, most of these people were partial to Britain and France’s (the Allied Powers) cause. In this case, it was the wise decision for Wilson to not take sides in the war, so as not to alienate a large number of Americans which would cause an abundance of tension and division between the people of the U.S. Also, it was the best interest of the United States to remain neutral so one they could continue trading with all of the European market.

            During the war the armed forces grew to over four million officers and men (Holcombe par. 9). Materials to support an army of this size to include training, housing, transportation, food, clothing and medical concerns were considerable. More importantly the army and navy needed modern arms and tons of ammunition. Consequently, taxes increased as federal revenue requirements rose by nearly 400 percent between fiscal 1917 and fiscal 1919 (Holcombe par. 10). When America declared war on April 6, 1917, the war departments sent President Wilson a message that they would need the full support of the public to succeed in the war effort.  America was staring into the face of total war. Mobilizing a disparate population and acquiring the necessary capital to equip the military needed a communications campaign on an unprecedented scale.  One memo submitted by the secretaries of state stated, “America’s great present needs are confidence, enthusiasm, and service and these needs will not be met unless every citizen is given the feeling of partnership …” (Murphy 17). President Woodrow Wilson’s “War Message” addresses the momentous event of breaking neutrality and declaring war on the German government. Wilson explains that America can no longer remain stagnant. He calls his audience to action, through a tactical combination of both structured logic and emotional inclusion. Wilson begins his deduction with several points, starting with the details of the submarine warfare and the “wholesale destruction of men, women, and children” endured not only by the American people but various other countries (2). Wilson asserts that neutrality is no longer possible since peace and the freedom of the individuals of the world were under a direct threat (5). Woodrow Wilson’s presidency was by many accounts one of the most successful in American history. Not only did his domestic affairs and reform policies give birth to the modern age of liberalism but his foreign policies would lead the United States to victory in World War I. To better understand the successes and failures of the 28th president of the United States, Woodrow Wilson, it is essential to define the image he portrayed to the American population during his presidency. Many Americans and historians will claim he was a man of impartiality and the one who led America into WWI. He had a very solid influence on Congress for the many domestic and foreign affair policies he endorsed. The goal is to illustrate how President Woodrow Wilson ran his presidency in the eyes of the American citizens. This will be done by examining the many facades that President Woodrow Wilson exhibited during his term as president. Upon researching the events of President Woodrow Wilson, it is clear that he was significant in moving our nation onward and supporting the American people in every which way possible.
