Question

On large projects, some people become experts at planning while others become experts at implementation. Planners never seem to put on another hat and see the problems of the people doing the implementation whereas the people responsible for implementation never seem to understand the problems of the planners. How can this problem be resolved on a continuous basis?

Expert Solution
Step 1 INTRODUCTION]

There are three broad stages of any project i.e. planning, the implementation I am controlling. Planning refers to deciding in advance the step by step procedure of what and how it has to be done. The second stage is the implementation stage. The implementation stage involves various steps that deal with putting the decided and planned steps into action. The controlling stage involves monitoring the implemented plan of action, finding out deviations, and taking corrective actions to get the best output.

Step 2 [ PLANNERS VERSUS IMMPLEMENTERS

The main objective of a planner is to make the best plan which can give a positive output on its implementation. Successful implementation is the main aim of a planner while deciding on a plan. He also considers the problems faced while implementing the product.

On the other hand, the main objective of the implementer is to implement or put the plan into action. People who are responsible for implementation never consider the problems of planners. They are only concerned about performing the action according to the plan framed by planners.

SUGGESTIONS TO THE PROBLEM

Different objectives of planners and implementers of the same project can lead to a problem. Following steps can be taken to resolve such problem on a continuous basis -

  • There should be one main leader to monitor the planning stage as well as the implementation stage. You should consider the objective and interest of planners as well as implementers.
  • A high level of control should be done to avoid mistakes in the planning and implementation stage.
  • The leader of the planning team should maintain a good relationship with the leader of the implementation team. He should consider the views and opinions of the leader of the implementation team while framing a plan. This will keep the implementation team satisfied with the plan as a result of which they will respect the plan framed by planners and work accordingly.
  • Job rotation can be done to make the implementation team understand the problems faced by planners.
  • There should be transparency in each step of management so that everyone can understand the problems faced and the hard work done at each stage of the project.
