Step 1 :

Water contains O atom which is highly electronegative in the whole group VI. Because of the polar nature of water molecule, these molecules held by intermolecular hydrogen bonding in water. As a result, the water molecules are joined together in an extensive three Dimensional network. 

In this arrangement, each oxygen is tetrahedrally surrounded by four hydrogens atoms; two by covalent and two by H-bonds.
