ETHICAL CASE STUDY ANALYSIS: Abuse? Neglect? Or Nothing to Worry About?
Case #2-Chapter 8 (Page 162)
Step 1: Recognize an Ethical Issue/Dilemma
The case took place at a school where a student, Mary Sue, saw some cuts on her friend Kim’s arms. Kim also shared with Mary Sue that she couldn’t stand living at home
anymore. Mary Sue, worried about Kim’s condition, reported the matter to Ms. Broudy. Ms. Broudy set up a meeting with Kim and asked her if everything was ok at home. She also inquired if Kim was getting along well with her father and Kim confirmed that she was. However, Kim refused to show Ms. Broudy the cuts on her arms. Ms. Broudy went to both the school counselor and the principal, and they both reassured her that they would address the issue. After one week, Kim came to school with a bruise on her cheek. As per the conversation with the counselor, who did report the matter to the principal as well, there was insufficient evidence to make a report to the authorities. Later that day, Ms. Broudy found out from Mary Sue that Kim revealed to Mary Sue that she was being abused by her father. Ms. Broudy informed the principal to see what could be done. The principal asked for more “substantial” evidence than the “secondhand word of an imaginative teenager” (Strike, 2005, 163). Ms. Broudy didn’t have any more evidence, so
the principal declared that there was nothing more that could be done and they’ve done their duty on this matter. “The Federal Child Abuse Prevention and Treatment Act (CAPTA) requires each State to have provisions or procedures for requiring certain individuals to report known or suspected instances of child abuse and neglect. A report must be made when the

reporter, in his or her official capacity, suspects or has reason to believe that a child has been abused or neglected.” (Child Welfare Information Gateway, 2019). Also, ELCC Standard 3 states that “candidates understand and can promote school-based policies and procedures that protect the welfare and safety of students and staff within the school.” (National Policy Board for Educational Administration, 2011). One of the first issues that I believe is at play here is the “bandwagon effect”. “

that causes people to think or act a certain way
if they believe that others are doing the same” (Shatz, 2019). Both the guidance counselor
and the principal stated that there was nothing else that could be done for Kim. It would be easy for Ms. Broudy to trust them and let it go, but I believe her intuition and common
sense tell her otherwise. Her first priority is her student’s safety and wellbeing and she needs to act accordingly. Ms. Broudy’s Dilemma:
Based on the concept of Rushworth Kidder (1995) of “right versus right” and her
examples of dilemmas, I see Ms. Broudy dealing with 2 dilemmas: 1.
Justice versus Mercy
How can she honor the legal mandate of reporting possible child abuse but still make
sure that the child will be ok and her relationships with both the child and the parents
won’t be severed?
2.
Truth versus Loyalty
How she share the truth of what she learned and still show loyalty to her good
relationship with the child and the parents?
