Thoroughly describe your controversial topic.
The controversial topic that I chose is mandatory reporting. More specifically how it can
be damaging to both the student and the teacher in the classroom.

State how the topic is specifically related to K-12 education.
Students of every grade could have situations in their life that may require the teacher to
legally report it. However, it has been shown that younger children are more likely than
any other age group to face abuse or neglect. Children under the age of one had the
greatest victimization rates, at roughly 25 per 1,000 kids. (USAFacts, 2022). The
victimization rate falls to under 8 per 1,000 children for kids aged 6 and up. (USAFacts,
2022). Not meaning that it can happen to older students, it is just more common within
the younger grades.

Who is most affected by this controversial issue?
Both the students and school staff can be affected by this, but I would say the students are
definitely more affected since these issues are occurring in their life.

controversial issue?
Ethical beliefs as well as religion/culture could both be cultural identifiers. People's
childhood experiences and parenting styles are influenced by their culture. The use of
harsh verbal or physical punishment may be viewed as appropriate in one culture while
being viewed as harmful in another. (

What is the history of this controversial issue?
In the middle of the 1960s, mandatory reporting rules were implemented in the United
States. These regulations were enacted in reaction to what was seen as a social issue
involving child abuse, particularly in light of the recently discovered battered child
syndrome. (Lytle, 2021). Because medical professionals were thought to be less likely
than other professionals working with children to report suspected child abuse and
neglect, these original restrictions were based on the assumption that physicians would
always treat maltreated children because they had the training and ability to recognize
child maltreatment. (Lytle, 2021).

What is the history of this cultural identifier related to this controversial issue?
One of the cultural identifiers related to mandatory reporting is religion. Americans
continue to debate the role of religion in public schools more than 55 years after the
Supreme Court issued its historic decision outlawing school-sponsored prayer. (Mitchell,
2020). While the topic of religious discussions in the classroom doesn't garner as much
media attention as it formerly did, it is nevertheless a crucial point of contention in the
larger debate over the place of religion in public life.

State the argument.
In different jurisdictions, mandatory reporting to CPS is a topic that is taken into
consideration. The main idea behind it is that specific people or experts are required to
get in touch with CPS when they think a kid is in danger due to abuse and, in some
situations, neglect.

What are the opinions of those opposed to the controversial topic?
The requirement that mandated reporting be linked to a responsive child protection
system that can efficiently assess and intervene is arguably one of the most important
reasons that can be made. Mandatory reporting is useless if a system cannot handle the
referrals or if there is no effective method. It is important for professionals who are asked
to report to help the management of the situations. (

What are the opinions of those in favor of the controversial topic?
The main argument is the necessity of shielding kids from maltreatment and neglect when
their primary caregivers are unable or unable to do so. While laws requiring reporting
apply to all children who would be covered by child protection laws, the main emphasis
is on young children who would otherwise be unable to disclose the abuse. (
