In the past and present years, citizens' privacy and civil liberties rights have been violated with the collection and withholding of personal information on people with no criminal connection by law enforcement intelligence. There has been a revolving door of civil rights lawsuit brought up against the police department on issues with collection, retainment, and the management of information in their intelligence system. Without criminal predicate, information on individuals for intelligence activities cannot be retained by law enforcement. All information collected about an individual for intelligence purposes must be done in a manner that is consistent with the law of criminal procedures (Carter, 2022, p144). During the course of intelligence gathering, law enforcement agencies are responsible of protecting the privacy of information that is collecte d ab out an indiv idual. Information should only be passed along to peopl e who need to know and have the right to know. Constitutional rights are attached to i ndi viduals, not information that is collected, or cri minal method s that is useful for intelligence analysis.
