1 Mac Donnell Ireland Mac Donnell Eunhee Buettner RHET 1110-001 March 5 th , 2023 Research Proposal: Development of Urban Reserves Introduction This research paper intends to investigate the development of urban reserves in Canada and how these reserves contribute to economic growth. Questions that will be addressed in the research are; What are urban reserves and the process of creating an urban reserve for the Muskeg Lake in Saskatoon? What are the As well as benefits and challenges of urban reserves? . Urban reserves are proven successful not just for the First Nation but also for the municipality. Over the last three decades, urban reserves have emerged for First Nations in Canada to expand their lands while creating economic developments and opportunities . The intention is to investigate the effect of urban reserves in Canada and how these reserves contribute to economic growth. The Questions that will be addressed in the research are; what are urban reserves? What is the process of creating an urban reserve, and what are the benefits and challenges of urban reserves? Literature Review More than 120 urban reserves within Canada have been established coast to coast under Canada's Additions to Reserve policy and Treaty Land Entitlement agreements. The province of Saskatchewan has the highest number of urban reserves, including the oldest, Muskeg Lake Cree Nation urban reserve in Saskatoon, which was created in 1988. Two types of urban reserves are
2 Mac Donnell defined as: "those created by an urban area growing into an existing First Nation reserve, or an urban First Nation reserve being newly created within or adjacent to existing municipal boundaries" (Aboriginal Affairs page or paragraph number ). The second being "First Nations have expressed interest in urban reserve creation as a way to access larger, urban markets and their economic opportunities" (Aboriginal Affairs page or paragraph number ). The First Nations must go through a lengthy process to create an urban reserve, first to acquire land and a reserve creation proposal to the Government of Canada, as well as transfer that land to reserve status from the federal government. This involves much research and negotiations with the municipality for municipal services and development if needed. It is indisputable that Saskatoon and the First Nations of Saskatchewan have become the leaders in creating urban reserves. Success across Canada has come from years of relationship-building, communication, and determination. Urban reserves have been proven economically beneficial for First Nations. Numerous benefits include increased job opportunities and jurisdiction over new land. The municipality also benefits from the urban reserve, including revenue from service provisions, job opportunities , and positive relationships with First Nations people. Expected Conclusion: Urban reserves can significantly contribute to the First Nations and the municipality where it is located. The contributions of urban reserves are found coast to coast in Canada. Regarding economic impacts, urban reserves have more potential for self-generated revenue than rural reserves, with opportunities for an individual member to start and run a successful business. Urban reserves can also "reduce dependence on federal government funding and raise the standard of living for their members" (Peters 4). Hopefully, as more First Nations investigate the
