A BBC article written by Lucy Sherriff signifies the increasing risk of megafloods in California because of climate change evidenced by recent extreme weather events. Typically, Southern California is more acclimated to water scarcity and droughts but faces torrential rain and life-
threatening rain due to atmospheric rivers carrying water vapor that converts to extreme rainfall equivalent to conditions demonstrated in hurricanes. Lucy (Sherriff, 2023) claims that the change
in extreme weather conditions has resulted in California experiencing a state of rapid climate change that affects the time of adaptability a community reacts to said changes in the environment. She also points out the catastrophic damage these megafloods have caused in California, exclaiming that the “intense rainfall in 2023 also caused landslides and floods that devastated entire communities, killed at least 22 people, and caused billions in damage” (Sherriff, 2023, para. 14). A SWOT Analysis could be conducted to determine the potential benefits and risks that might occur from actions taken to
tackle the rising issues of climate change California faces. The structure proposes an action a party might want to execute with an intended outcome, which may affect how the community responds to the action. In the context of the article, the implications of a flood protection program might be considered by state legislation to minimize potential damage against the state. The assets of interest would include the residents of California along with any structures that hold vital information such as information of residents and governmental documents that hold records of California law. Other assets
also include housing and other economic enterprises that might be of interest to California and its residents. Implementing a flood protection program would demonstrate projected strengths that come in the form of preparedness in the likelihood that a megaflood might occur. This allows us to minimize any risk of potential damage or harm to California residents. However, a weakness that might be of concern to residents would be the increase in taxation California might implement to fund a program that establishes procedures to protect someone from a flood. If the community expresses dislike for the increase in billing costs because of the programs, California could stem to other implications of the legislature that might range from increasing minimum wages to accommodate the increase in billing price to eliminating the flood preparedness programs. Opportunities that might occur from a flood preparedness program could be an improvement in adaptability California demonstrates when facing the environmental effects of climate change, as well as a reduced risk of death from flood-related risks. 1
