3-1 Short Paper: Quality Initiatives and Tools IHP 430: Healthcare Quality Management Southern New Hampshire University Professor Sharonda Ward January 27, 2024
Quality Initiatives and Tools Quality initiatives can positively impact the performance of healthcare organizations. The shared goal of both organizations, the Institute for Healthcare Improvement Quality Program and the pay-for-performance incentive program, is to ensure the highest level of care for patients. The Health Information Institute is a non-profit organization committed to enhancing healthcare quality nationwide. In pay-for-performance programs, patients are rewarded or incentivized for receiving appropriate care. The goal for healthcare organizations should be to enhance performance by increasing patient satisfaction. Pay-for-performance incentives on quality, i.e., MACRA Doctors receive financial incentives for providing high-quality care through pay for performance (P4P) programs. Physician efficiency is crucial for effective implementation of P4P in healthcare. Furthermore, the doctor should be capable of delivering a precise diagnosis using their professional knowledge. P4P initiatives incentivize providers to deliver higher quality care. P4P program participants, such as hospitals and providers, receive financial incentives upon meeting specific metrics. These guidelines cover five clinical conditions in acute care settings. The initial quality level was established and later compared to scores after three years of implementing these standards. The Medicare payments received by hospitals were based on their performance scores, with a 2% bonus being awarded to the most successful hospitals, while the lowest-performing hospitals would face a reduction of 1 to 2% in their payments (Sura & Shah, 2010). The result of this was that hospitals not only had financial incentives, but they also saw an improvement in the quality of care they provided.
Institute for Healthcare Improvement Quality The "Institute for Healthcare Improvement (IHI)" was founded in 1991 with the goal of enhancing the quality and effectiveness of healthcare. The Institute for Healthcare Improvement (IHI) lacks a clear objective for healthcare system reform, despite their focus on developing new ideas for improving patient care. IHI's objective is to promote safety, efficiency, equity, and effectiveness across the global healthcare sector. The Triple Aim initiative was established by IHI to achieve three key objectives. According to the Institute for Healthcare Improvement (2022), the goals are to enhance patient satisfaction, enhance overall health, and decrease per capita healthcare costs. Triple goals aim to lower healthcare expenses while promoting healthier communities. Multi-Voting Tools Multi-voting tools are designed with the purpose of narrowing down lengthy lists of items, thus enabling the final selection to be made from the original long list of items. When a healthcare facility is interested in adopting a new electronic health record system, they might opt to invite vendors to showcase their systems to relevant stakeholders, as a way to gather information and make an informed decision. Once all of the presentations have been made, it would be highly advantageous to utilize a multi-voting tool. Picture a situation where stakeholders were given a lengthy list of systems and asked to pick their top two or three choices. Implementing this would eliminate several options. While it is possible that no agreement will be reached by any of the parties, it is also possible that they won't. The list may need several votes to be fully narrowed down (Agency for Healthcare Research and Quality, n.d.).
