HIE Analysis Paper
Electronic health information exchange (HIE) improves patient care through access and
secure sharing of vital medical information between health care providers, patients, and
physicians. HIEs offer the following benefits:
Reduces medication and medical errors, improving patient safety and quality.
Promotes patient involvement and consumer education.
Eliminates unnecessary paperwork, increasing efficiency.
Tools to support clinical decision making for improving care and treatment for
caregivers.
Reducing unnecessary or redundant testing.
Increases public health monitoring and reporting.
Information about health can be collected and distributed through Arizona's Health
Information Exchange (HIE). The HIE is fed by over 900 Arizona organizations. This program
includes hospital, lab, hospice, post-acute care settings, behavioral health professionals, and
physical health professionals as participants. Information about healthcare organizations and
electronic health records can be exchanged securely via the New Mexico Health Information
Collaborative (NMHIC). In New Mexico, the number of health information exchanges (HIEs) is
growing rapidly. 58% of the beds in hospitals are connected to HIEs, and 73% of emergency
room visits are via HIEs.

Since 1982, Arizona Health Care Cost Containment System (AHCCCS) has been
Arizona's Medicaid program. In addition to providing health care to individuals and families
based on their income level, the federal and state governments fund AHCCCS. As part of the
Centennial Care program, the Human Services Department is responsible for overseeing provider
improvement. The resources listed in this section are available to healthcare providers (including
hospitals and private practitioners).
According to Arizona law, a physician must make a patient's medical record available
upon request in writing. Medical records requests should always be made in writing to your
doctor. Patients often sign release forms, but a written request is always preferred. NMDH is
required by law to maintain the confidentiality of your health information and inform you of its
legal duties and privacy practices. Information about who else can see your health information,
your rights, and how to file a complaint are explained in New Mexico's Health Information
Privacy Policy. For NMDOH to maintain a health record, it must be for a facility or a public
health office.
You are required to be notified if your care provider participates in the Arizona Health
Information Exchange. During your visit to a participating provider, you will also receive a
notification regarding HIPAA privacy. By using the Arizona Health Information Exchange, you
can choose whether to share your health information. You can opt out of sharing your health
information, which means that it will not be available to providers who may be using the tools of
the HIE. Reviewing, New Mexico is considered an Opt-Out state, since health information about
patients may be exchanged without consent. Health Insurance Portability and Accountability Act
(HIPAA) laws require that access be justified in terms of treatment, payment, or health care
operations to be granted access. Although patients can completely reject health information
