Summative Assessment: Consumer and Provider Costs Summative Assessment: Consumer and Provider Costs Introduction The facility I will be discussing is the University of Chapel Hill Hospital where I am the Chief Executive Officer, which is located in Chapel Hill, North Carolina. University of Chapel Hill Hospital is a healthcare organization/hospital that is connected to the University of Chapel Hill college where most of the doctors and providers are trained and educated. This hospital is known for its ultimate care for patients from surgeries, emergency care, and oncology plus many more. A lot of celebrity sittings of people have been seen to attend this hospital for care. The hospital is extremely large and compliments its exemplary care for patients. We accept all insurance types from Medicaid, Medicare, and Tricare and even self – pay options. Emergency care services are done without question. Our goal and mission “are to improve the health and well-being of North Carolinians and others whom we serve (Who We Are, 2024).” Costs are mostly written off when patients are not able to pay their portion for care. Once registration is completed, they make sure to have all your personal contact information as well as billing information. People are not thinking about paying their hospital bills when they are in pain or sick. The billing goes through a cycle before it even touches the patients' hands. Medicaid Discounting According, to the North Carolina Department of Health and Human Services, eligible hospitals in the state will begin receiving payments through the Healthcare Access and Stabilization Program (HASP). Nearly $2.6 billion in funds will be distributed to 102 hospitals across the state throughout the week. Earlier this year, state leaders authorized Medicaid Expansion and HASP as part of a broader strategy to support access to care for low-income North Carolinians

Consumer Costs Consumer costs are steadily increasing, and it is all because prices are going up all around us. Health and Human Services releases President’s Fiscal Year 2024 Proposed Budget (2023) “says The Biden-Harris Administration released the President’s Budget for Fiscal Year 2024. The budget details a blueprint to grow the economy from the bottom up and middle out, lower costs for families, protect and strengthen Medicare and Social Security, and reduce the deficit by ensuring the wealthy and big corporations pay their fair share all while ensuring no one making less than $400,000 per year pays more in taxes. There have been several factors that make costs rise unexpectedly like the increase in population and those requiring government assistance.” Recommended Changes There are many different changes that can be implemented to lower health insurance premiums and costs. I believe there is a way to help eligible Medicaid recipients that are employed with health care plans using lower premiums and low deductibles to provide coverage without relying on Medicaid. Cost sharing assistance is the key to reducing some of the issues with Medicaid within the hospital setting. For example, Medicaid recipients that are pregnant do not have to pay anything and the cost for insurance to pay for nine months is extremely high. Recommended Actions The actions that we can take are to allow Medicaid recipients information meetings for them to expect the changes with the ability to ask questions.
