American Policing: The Colonial Experience American Policing: Eighteenth and Nineteenth Centuries American Policing: Twentieth and Twenty-First Centuries The North: The Watch Night watches first happened in Boston in the year 1636, followed by New York in 1658 then Philadelphia in 1700. The watch system was created to keep an eye out and preventing crimes, fire and disorder. These watchmen were not effective simply because it was filled with volunteers, many of these volunteers joined to evade military service. Often the watchmen were drunk or sleeping during their duty. The Urban Experience Following the anti-abolition and price of flours riots in New York, legislation was passed to established police force which mimicked London’s model. With the creation of the modern police department in 1845, New York made the police responsible for a wide range of duties, from inspecting hacks and stages to lighting gas lamps at night. As time passed, many of these functions were transferred to other agencies, but the point remains that police were never seen as a group that only dealt with crime and maintained order. Policing from 1900 to 1960 During this era, many organized crimes were committed. With Roosevelt taking office, it became known as the Reform Era. The main goal was to eliminate corruption both within government sectors and within police force. With the rise of technologies and better equipment, motorcycle and patrol car were used to cover more ground and get around, while radios provided a faster means of communication. The South: Slave Patrols and Codes During the Carolina colonies in 1704, slave patrols were established to capture runaway slaves and return them to their owners, control slaves from revolts, and be the court system if any slave violated plantation rules. The slave patrols dissipated after the Civil War, and former slaves were subjected to the "Black Codes." The Southern Experience The largest law enforcement group in the southern states is Charleston’s slave patrol with roughly 100 members in 1837. After civil war, these southern states heavily relied on military to provide law enforcement. Policing in the 1960s and 1970s People and police department became more conflictual during the 1960s and 1970s, with minorities feeling even more tension from the police. There were riots during this period, causing police to seek new approaches to policing. This was the beginning of what is known as the “Community policing” era. The main goal of community police was aiming to assist the community they served when it comes to solving crime as well as to be more engage

No response required The Frontier Experience West town leaders entrusted sheriff and marshals to take up law enforcement duties. However, these law enforcement officers were not always respected and ended up becoming the key targets for outlaws. Policing in the 1980s and 1990s The “broken windows” theory stated community police in the 1980s. This approach has been controversial, but essentially suggests that police should focus on small, local crimes in their communities. During this time many communities policing efforts were focused on assigning police officer to patrol specific neighborhoods on foot under the idea that they would be seen as a visible member of the community. With the corrupt cops trying to prey on innocent citizen, but as technology advances and having body-cam is a standard for PD, those who always support cops regardless of their actions are becoming more aware of the truth.
