XWT1: Training Plan Training Plan A1. STATEMENT OF THE PROBLEM The worksite in question was visited by OSHA and was found to have many violations. The supervisors are not providing the needed equipment or keeping the worksite within the safe working parameters. Fall protection systems were not in use. Protective headgear and eye and hearing protection were not worn by workers at the jobsite. A radial arm saw, that was in use, was missing a blade guard. Used nails and roofing debris were covering walking and working surfaces. Ladders were not equipped with braces or stabilizers, to help keep them steady. A2. PURPOSE OF THE TRAINING PLAN The purpose of the training plan for the supervisors, is to make them aware of the problems that they have and how to prevent them. It will teach them of OSHA standards and how to maintain a safer work environment. The training plan will help the supervisors succeed at their jobs, that will then hopefully trickle down to the other employees. In a safer workplace environment, the company will save a lot of money on disability and workman’s compensation claims. Less workers will have to take off work, due to injury, so fewer standby workers will be needed. A safety training plan will also help our reputation. People do not want to hire a company for a job, if they must worry about someone hurting themselves. When you have a good reputation, more people will spread the word about you, and you will get more jobs. A3. TRAINING PROGRAM OBJECTIVES The main objective of this training program is to educate the construction site supervisors of how to run a safer worksite. They will learn the importance of having the correct safety equipment at every worksite and ensure that the workers are using them. They will know how to inspect all tools and keep them maintained for everyday use. They will be taught how to keep a clean worksite. OSHA rules and regulations will be at the forefront of the training process. A4. SKILLS GAPS 4 skills gaps that are present are: 1) The incident paperwork that is required on every workplace injury or illness is not being turned in on time. The paperwork is also not completed correctly. PAGE 1
XWT1: Training Plan 2) The supervisors are responsible for maintaining a safe work environment. Fall protection systems are a necessity when completing a roofing job. During the OSHA inspection, there was no visible evidence of warning line systems, guardrail systems, or safety harnesses or ropes. 3) OSHA laws are required to be always followed by the supervisors while workers are on duty. The supervisors did not have enough safety equipment on hand for the employees and what equipment they did have, was not in use by the workers. 4) According to OSHA regulations, whenever ladders are in use, they must be secure to prevent them from falling. During the inspection, ladders were found without braces or stabilizers. A5. LEARNING OBJECTIVES The learning objectives for the skill gaps are: 1) The supervisors will learn how to complete the required paperwork with all necessary information. They will also now the timelines of when to turn in the paperwork by. 2) The supervisors will learn the importance of fall protection systems. They will learn how to properly install guardrail systems and warning line systems. They will also learn how to instruct the workers to wear harnesses and use ropes. 3) The supervisors will gain the knowledge of what PPE is necessary to have on hand each day. They will know the importance of requiring all workers to use PPE every day. 4) The supervisors will learn how to properly install ladder braces and stabilizers and will gain the knowledge of the importance of always using them. A6. BEHAVIOR CHANGES AS A RESULT OF TRAINING After the training has been completed with the Alliah Construction supervisors, their behaviors should be as follows: 1) When it comes to incident paperwork, the supervisors will be diligent about getting the paperwork completed early and filled out completely. 2) After training, the supervisors will now arrive to the jobsite early and start to set up the fall protection systems. They will then periodically check the jobsites to ensure that the workers are using the purchased fall protection systems. If not, the supervisor will have the confidence to discipline violating employees. 3) The supervisor will have the correct PPE available to all employees and will have extra on hand just in case it is needed. The supervisor will have the ability to make the employees use the equipment or consequences will occur. 4) After training, the supervisor will install braces and stabilizers on all ladders. They will visit worksites and verify that all ladders have braces and stabilizers and are being utilized. A7. PROGRAM DESIGN The recommended training program should be created externally. With the amount violations found in the OSHA report, there needs to be an outside influence to teach the entire company how to correct these violations and prevent them from happening again. XWT1: Training Plan will cost more, it is necessary for Alliah Construction to learn from someone else, because their current ways are not correct. A8. DELIVERY METHOD The 2 training delivery methods I would recommend are: 1. Lecture and Discussion- The lecture and discussion methods are necessary because the supervisors at Alliah Construction need to learn how to effectively lead their workers and how to properly lead safety meetings. During the lecture and discussion training, the presenters could show pictures or videos of workplace accidents, to show the supervisors why it is important to follow the OSHA regulations that they have failed to do. They could also give the supervisors the OSHA manual for them to read and have a test over. 2. Role Playing and Behavior Modeling Training- During the role-playing training, it would be beneficial for the supervisors to go out on a simulated worksite to learn and perform the OSHA violations that have been committed. They need to learn how to install a guardrail system and how to use ropes and harnesses, so that they can teach their work crews on how to follow OSHA standards and complete their jobs safely. In the behavior modeling training, they will learn how to speak to their workers that are not following safe practices and they will practice how to fill out incident reports completely. A9. TRAINING FACILITY The facility where trainings are held, can have a major impact on how the trainings are received. For the lecture and discussion training, the best facility would be in a large conference room with a table and multimedia capabilities. The trainees will need the table to take notes on and the multimedia will be needed for showing a PowerPoint, pictures, or videos. For the role playing and behavior modeling training, the proper training facility would be a simulated worksite. On a simulated worksite, they would have the capabilities of role-playing the safety situations that they have failed on in the past. A10. TRAINING FACILITATOR The individuals that should conduct these trainings would need to be a subject matter expert. The reason a subject matter expert would be best is because a construction company has very specific jobs. It needs someone who is proficient in the construction and roofing trades to be able to properly show the role-playing exercises, without getting injured themselves. A11. PILOT TEST PROCESS The pilot test is, in sense, a dress rehearsal for the training that will take place. It is used to work out any kinks that may be present before conducting the actual training.
