CJ 346 Module Three Practice Activity Template Crime-Prevention Strategies Strategy Description/Connection to Research Case Study Groundbreaking evaluative studies Focused research, making new discoveries by using new methods. The initial significant studies in policing strategy included the RAND Corporation's Criminal Investigation study, the Community Profile Experiment in San Diego, California, the Field Interrogation Experiment in San Diego, California, and the Kansas City Preventive Patrol Experiment. These four pioneering evaluations demonstrated the feasibility of quantifying police actions. Conclusions regarding a strategy can be drawn by either statistically considering intervening factors or isolating experimental variables. (Hoover, 2013). Directed patrol programs a particular tactic used by law enforcement to target and handle particular crime and disorder problems in a neighborhood. In order to address specific issues or regions where there are higher levels of criminal activity or safety concerns, these programs entail the planned and targeted allocation of police resources. Units were sent to trouble spots during uncommitted patrol time. There were initiatives in Wilmington, Delaware; Kansas City, Missouri; Pontiac, Michigan; and New Haven, Connecticut that involved some sort of assessment. Mixed results were obtained. (Hoover, 2013). Managing patrol operations involves managing the dispatch, organization, and direction of patrol officers who are in charge of attending to calls, keeping a visible presence in the neighborhood, and dealing with different law enforcement issues. The U.S. Department of Justice introduced Managing Patrol Operations, a substantial nationwide training initiative, in 1977. It introduced police managers to a new conceptual framework—patrol operations were to be controlled, not only deployed—even though it was instruction rather than research. (Hoover, 2013). Neighborhood team policing emphasizes the importance of police personnel and the communities they serve developing strong connections. The use of neighborhood teams for police was a genuinely novel way to divide patrol resources.
Strategy Description/Connection to Research Case Study The idea involved assembling a team of 10 to 20 policemen who could be given charge of all police operations for a restricted area. The strategy's failure was primarily caused by the logistical issues it raised. (Hoover, 2013). Managing criminal investigations a challenging and important task. Investigations are carried out completely, quickly, and in compliance with the law thanks to effective management. The idea of managing criminal investigations emerged in the late 1970s, along with patrol operations. Our inability to manage investigations effectively is the root of the problem. (Hoover, 2013). Foot patrol More officers were on the streets patrolling to make response times faster, but ultimately there was no decrease in crime rate. Three high-quality assessments of the efficiency of foot patrols were carried out in the 1980s in Edmonton, Alberta; Newark, New Jersey; and Flint, Michigan. Problem-oriented policing Focuses on figuring out and fixing the issues that cause crime and disorder in a community. It is a style of law enforcement that is proactive and problem-solving and goes beyond the conventional reactive policing techniques. Utilizing unconventional solutions to permanently reduce frequent calls for service and/or offense clusters is at the heart of problem-oriented policing. Problem-oriented policing has persisted, in contrast to previous tactical techniques. Our expectations of its potential to finally resolve persistent repeating service demand and/or offense clusters have changed. (Hoover, 2013). Differential police response a method used by law enforcement organizations to rank and classify service calls according to the seriousness and urgency of the problem. With this strategy, police agencies may more effectively distribute their meager resources and respond to varied event types. Differential police response refers to using methods other than immediately dispatching a patrol unit to every call for assistance. This has mostly translated to accepting phone calls from people reporting small infractions while using a company's website for the same purpose is quickly gaining favor. (Hoover, 2013).
Strategy Description/Connection to Research Case Study Broken window enforcement style In an abandoned building, if one window is broken and isn't fixed, then all the windows will be as well. On the other hand, if a building has all of its windows in place, they usually stay that way. The analogy with crime control is that petty infractions and incivility will escalate into large criminality if we allow them to continue in a community. (Hoover, 2013). “There is much debate over the impact of New York policing tactics on reductions on crime and disorder in the 1990s. Broken windows policing alone did not bring down the crime rates.” (CEBCP, 2015) Community policing The practice of assigning police officers to certain locations so they can get to know the locals. (Hoover, 2013). “In a new case study from the Community Relations Service (CRS), released on February 24, 2022, participants in a 2018 Strengthening Police and Community Partnerships (SPCP) facilitated dialogue program in Erie, Pennsylvania, reported improved perceptions of trust between community members and police and decreased racial tensions in the community.” (Erie, PA, Case Study: Improved Police-Community Trust and Decreased Racial Tension, 2022) CompStat Real-time crime analysis and a strict accountability structure for shift/area commanders make up the basis of CompStat. Reviewing the shift/area commanders' efforts to prevent crime is a regular part of strategy meetings. Proactive enforcement is believed to take the form of frequent field checks of "suspicious" people and vehicles. (Hoover, 2013). “Abstract COMPSTAT, as implemented by the New York Police Department (NYPD) in 1994, has been recognized as an innovative policing management strategy.” (COMPSTAT and Bureaucracy: A Case Study of Challenges and Opportunities for Change | Office of Justice Programs, n.d.) Crime-specific approaches The underlying assumption is that focused interventions outperform efforts focused on a broad range of issues. Focusing on specific offenses committed by specific offender types at specific locations and times is known as narrow targeting. (Hoover, 2013). “Each community is examined independently using a contextual mode of analysis. A community profile in each case study is presented under the topics of sociocultural background, the organizational matrix, crime and the criminal environment, and community crime prevention activities.” (Case Studies in
