Topical Paper #1
In law enforcement, ethics are vital. To reduce crime and maintain order in their communities, police officers must carry out their duties in a responsible, moral, and effective manner. Law enforcement personnel must protect the public's trust to carry out their duties well because of public scrutiny. Finally, police agencies are required to adhere to and maintain a stringent code of ethics since law enforcement workers are held to a higher level than professionals in other vocations
. Cops must know how to handle problems that come up in their line of work especially when performing the usage of Stop, Question, & Frisk to minimize suspicion of behaviors showing bias, social group dominance/supremacy, and endorsing intolerance of or hostile action against an individual or group due to real or perceived qualities, solutions must be based on social ethical principles.
I believe the usage of Stop, Question, and Frisk is abused.
If authorities have a good basis
to believe you are participating in illegal behavior, they can briefly detain you in a public setting without a warrant. They can also perform a basic pat-down search to look for firearms if they have a good reason to believe you are armed. The Stop, Question, and Frisk are biased and are more used on Blacks and Latinos than other races, because of their looks. It also violates the 4
th
Amendment of the Constitution. Stop, Question, and Frisk has the effect on the police of eroding
public confidence in law enforcement and deterring youth from coming forward and reporting
crimes, especially when they are the ones who want assistance. When it comes to the effect on community relations, it's likely to spark more protests and jeopardize partnerships between the police and minority communities.
If I were asked to modify the procedure of Stop, Question, and Frisk I would leave the Stop and Question. I could allow this procedure for law enforcement members to stop anyone they believe seems suspicious and ask them questions. Law enforcement members would ask for ID and verify the person’s information, and criminal records. If criminal records come up during the document scanning process, then I would allow the police officers to frisk or search the persons that they found that have a history of criminal records. Also, I would modify this procedure by having five people out of ten from different races stop, question, and frisk. Not only Latinos, and Blacks, this would include Whites and other races, like this the procedure would not be biased or targeted to minority groups.
