Purpose
: This policy's goal is to give law enforcement personnel precise guidelines for their behavior and
actions both on and off duty. This policy complements the law police officer's standard of ethics as well as the agency's values and objectives. By giving this clarity, officers will be able to more effectively grasp
the department's expectations for their actions.
Facts
: Troubles started around six months ago as typos became a recurring problem and you neglected to act when prompted to fix them. Following this, staff has observed you "moping around" and failing to arrive for assignments promptly. Furthermore, it has been noticed that you have been disregarding your responsibility to maintain the cleanliness of your vehicle, leaving it with less than a quarter tank of fuel by
the end of each shift. You also became extremely opinionated during roll call and training, frequently criticizing the department along with its practices. Three months ago, you were given the responsibility of
partnering with Officer Thomas Akers to improve your overall productivity and morale. In your time partnering with Officer Akers, he has witnessed your use profanity and excessive force to remove panhandlers or juveniles skating past hours at the public park. Officer Akers witnessed you collecting free
coffee and food from two quick shops you regularly visited, but you denied it was an issue. In this time frame, you received five verbal warnings that were ineffective in rectifying your behavior.
Explanation
: These behaviors are not only inappropriate, but also unethical. They fail to live up to the expectations of police officers. All of your acts could be classified within #4 under the Standard of Conduct. This behavior reflects adversely on the neighborhood and further divides authorities and residents. Furthermore, #5 emphasizes that negligent conduct is unacceptable. This includes washing your
car as well as refilling your gas tank for the following shift. It is rude to leave a subsequent shift with an empty tank and a soiled patrol car. While five verbal warnings have already been disregarded thus far, number five also addresses accepting responsibility for one's conduct, which has not been done. Number 6
emphasizes the significance of arriving on time for your shift, and 7 highlights courteous behavior with law enforcement personnel. Number 8 is particularly essential since the use of excessive force is prohibited and will result in instant termination with the potential for criminal prosecution. Number 9 covers the unauthorized use of authority that arises when you acquire free items from businesses. While this action may appear innocent, it violates our terms of service and will not be approved of. Maintaining strong connections both internally and outside the line of duty requires adhering to our Standards of Conduct.
Plan of Action
: To acknowledge this memo, please sign and return it within one week of receipt. Following this, please arrange some time to meet with me prior to the end of the week to discuss difficulties and strategies for progress. Next, you will attend some additional training on de-escalation and

police conduct twice a week for the next four weeks. You will stay on duty with Officer Akers for at least the next month and I will continue to monitor your performance on the job. In a month’s time, if this behavior is not adjusted and improved is not seen after fulfilling these obligations, termination is our final resort.
