2 Summative Assessment: Public Safety Group Creation Ensuring residents a safe and secure environment is a difficult challenge for city leaders. Public safety agencies bear the brunt of offering solutions to respond to incidents and mitigate criminal threats. To bolster these solutions, a grant-funded public community safety group is being developed to partner and collaborate with local law enforcement agencies, community leaders, private security agencies, and cooperative alliances. This partnership will establish programs to identify and address community safety and security concerns. Through collaborative partnerships with community-based organizations strategies can be developed to improve community safety, reduce crime, and restore community trust. Community Safety and Crime Concerns Though Gilbert, Arizona, is ranked as one of the best places to live in the U.S., community safety and crime are of concern to residents (Soelberg, 2024). Those concerns consist of property crime, assaults, driving under the influence, and youth violence. There has been a spike in youth violence in the last year, with 260 reported incidents of teen-on-teen violence between 2022 and 2023. So far, in 2024, there have been 22 arrests related to youth violence (Soelberg, 2024). The increase in violence has made parents remove their children from schools, move to a different city, or a different state for fear that their child may be victimized. Membership Opportunities and Communication The goal of the community-based safety group will be to organize and empower the community towards an overarching community-based model for crime intervention, emphasizing the immediate concern of youth violence. Group membership is simple: get involved in the community's safety, and if you see something suspicious, report it immediately. Working with community leaders, this group will develop programs so youths can occupy their spare time in productive ways.

3 This group will include liaisons from the public health department, law enforcement, youth services, and the school board to provide guidance and training on prevention, enforcement, and intervention. Guidance on recognizing and reporting criminal activity would be provided at city council meetings and through brochures and pamphlets mailed to businesses and residents. Partnership Programs Youth violence has been identified as a public health concern that adversely affects other youths, families, and the community (Centers for Disease Control and Prevention, 2019). As a result, the group will partner with the Centers for Disease Control and Prevention’s National Centers of Excellence in Youth Violence Prevention (YVPC). The YVPC is a group of academic collaborators, focusing on researching and evaluating innovative youth violence prevention and intervention strategies (Centers for Disease Control and Prevention, 2019). Partnerships with InfraGard Arizona and the Phoenix Chapter of ASIS International will be established. Both organizations comprise security professionals from various law enforcement agencies, private security, first responders, and local business leaders. These organizations host a wealth of knowledge and expertise that can be harnessed to improve community safety, reduce crime, and restore community trust. The Benefits of Public and Private Partnerships Law enforcement agencies are under extreme pressure to lower crime and keep society safe despite calls to defund the police and decreased retention and recruiting. Improving public-private partnerships is a way to ease those pressures. Private security can augment local authorities by responding to lower-priority calls, allowing police officers to focus on solving crimes and enforcing societal laws (Elkins, 2022). Educating the community on crime trends, active shooter incidents, behavioral analysis, and other safety and security processes through in-person and online events would significantly enhance the knowledge and understanding of the community.
