The Plaintiff, Mrs. Ruffin sued the Houston Independent School district for failing to meet the requirements of her daughter’s IEP, violating her rights under IDEA by failing to provide her with a
FAPE. She filed an appeal or request for a new trial after the decision of the Texas Education Agency ruled in favor of HISD. Mrs. Ruffin argued in her request for a new trial that the hearing officer had an intimate relationship with HISD counsel, and its judgement should be disregarded. She also argued that the school did not provide her with adequate notice for scheduled ARD meetings, that the school failed to meet the requirements of the IEP and that her daughter was entitled to more services than the IEP states and that the school was giving her child classwork and textbooks that were above her grade level ability. It was the opinion of the defendant that all requirements were met by the school and that Mrs. Ruffin did not show sufficient evidence to support any of her claims. She was also shown to be uncooperative when trying to schedule ARD meetings and was given appropriate notice for all ARD meetings in question. Write a brief summary of the decision: 100 words or less

she asked for initially without regard to whether it was necessary or not. It appears that all necessary steps were taken by the school administration and that the parent was not going to be happy with any outcome that wasn’t exactly what she wanted. What are you going to do in your class/practice to ensure a situation such as this would not occur? 100 words or less
I would ensure that the parents feel like their concerns are being heard and met to the best of my ability. I would try to create a good rapport with the parent and student and maintain that I am an advocate for the child in all aspects. I would offer alternative avenues of attending ARD meetings such as through Zoom or phone calls. I would also ensure that everything was done exactly how it was written in the IEP. Page 2 of 2
