I.
INTRODUCTION
After my promotion to executive officer from a first-line supervisor, I was made aware of some potential issues. It has been brought to my attention that we currently employ several officers who have a disproportionally high occurrence of excessive force complaints. And what’s even worse is the fact that one of the officer’s involved with the disproportionally high excessive force
complaints is your son. It has also been brought to my attention that each and every one of these complaints against both your son and the others have been summarily dismissed. This has the potential to be problematic if this information was ever made public. It could appear as though these complaints were dropped due to a favoritism issue which is completely unethical. Abuse of authority involves officers and administrators misuse of power and authority inherent in their positions (Pollock, 2021). With my appointment to my new position, it is my responsibility to make sure these officers and all involved to be held accountable.
II.
MAIN SUBJECT MATTER OF MEMO
The issues that we are currently facing have a tendency to get complicated, especially when we are facing trust issues between the police and the community. The issues of excessive force and transparency are a hot topic right now. Concerns surrounding the use of force by police seem to be growing as they are being fueled by public perceptions about the police and their use of force
(Bennell, et al., 2022). Since I am the executive officer, it is my duty to ensure that this department is being run in a way that inspires the confidence of both the department and the community. This means that I must as an executive officer, set an example of the ethics that I expect from our department. My
first responsibility will be to look into these use of force complaints to ensure that each claim is investigated and given due diligence. I must make it known that this type of behavior will under no circumstances be tolerate din this department. I am hoping to promote a new culture within our department, one which the leading values are transparency, professionalism, and accountability.
While I am sure that not everyone will be thrilled with the new direction, I am hopeful that the impact overall will be positive. I want to start a culture of complete transparency and accountability. While studies have shown that substantiated claims and even discipline were not
really a deterrent when it comes to police using excessive force, they also showed that officers
who received additional training did show a reduction in excessive force complaints (Cubuku & Hom, 2023). I am hopeful that by taking a proactive role the rest of the department will fall in line behind me. The biggest strategy that comes to my mind in order to improve police and community relations is additional training for our officers as well as our continued transparency and accountability. If the community sees that we are trying to do the right thing and we are holding those officers accountable it could lead to increased trust as well as additional cooperation between the police
and the community.
