Homework 3 LING 270 FA23 —---------------------------------------------------------------------------------------------------------------------------- Empowering the Sentinelese Tribe through Introducing a Writing System I. Executive Summary: We seek funding from the National Science Foundation to introduce a writing system to the people of North Sentinel Island, the Sentinelese tribe, providing improved and more organized communication while preserving their cultural language. II. Project Overview: Objective: Work with the community to develop and implement a writing system specialized for the Sentinelese oral language, promoting communication, literacy, and a basis for further growth in their society. III. Overview of the Population: According to the Survival International Organization, the Sentinelese are a nomadic tribe that have a history of violence toward visitors who try to implement teachings such as Christianity. They are of a hunter gatherer nature and have no known form of written language technology. IV. Project Components: Linguistic Research: Allocate funds for professional linguists and consultants to learn and understand the Sentinelese language and communication patterns. Furthermore, funds would be needed for drones as a form of surveillance and weaponry for the likely event of resistance from the community that can endanger our team. Because of the nature of the tribe, armed weaponry such as firearms are what will be attached to the drones and used on the people until there is cooperation Building Writing System with Community: Consultants will build relationships with community members who are willing, in order to collaborate and determine the lexicon and understand the language enough to develop a writing system. Their own cultural practices should be preserved. Training and Implementation:
Develop culturally relevant educational materials to introduce the writing system in our time frame of about a year. Classes or sessions would be formulated to teach groups of the tribe/bands of the tribe. Monitoring and Adaptation: Allocate resources for continuous monitoring and adaptation of the program based on community feedback and needs. While receiving feedback from the community and consultants on a personal level, drone surveillance is crucial to protect the safety of our team while also monitoring the progress of our project. V. Budget: Linguistic Research: $50,000 Building Writing System with Community: $100,000 Educational Material Creation: $50,000 Training and Implementation: $150,000 Monitoring and Adaptation: $100,000 Total Budget: $450,000 VI. Timeline: Phase 1 (Research and Engagement): 6 months Phase 2 (Development and Creation): 9 months Phase 3 (Training and Implementation): 12 months VII. Drawbacks: Cultural sensitivity: We risk a lack of cultural sensitivity as consultants may bring their external values forth when it comes to the cultural aspects of the language Resistance: When it comes to compliance, if community members are consistently rigid, weaponized drones will be used as a form of external intervention which would lead to increased violence Limited Understanding: Difficulty in accurately understanding the language and cultural practices. VIII. Ethical Standpoint: Consent of the community may be forced with the push of violence if there is no compliance. Although there is a plan of continuous consultation and collaboration with community representatives, the ethics behind the project are not solid considering the means of the community’s willingness. With a plan of evaluation of the project's impact on the community's cultural integrity, there may be influence based on the violence that could occur. IX. Collaboration with Consultants:
