The case study I will be discussing today is about government corruption and the wheelhouse effect. Government corruption can take place in many ways, with two ways being the most common; officials using public funds to increase their personal wealth and power, or officials using public funds to increase their political power and wealth (Berkovich, 2015). These public funds can be federal funds, taxpayer dollars, and even department budget money that has been organized and critically thought out by government administrations for decades (Shafritz & Hyde, 2016, p. 454). Such misuse of political power by officials is harmful and dangerous for the public they serve. Additionally, some would even say that the law should be more involved and intervene when government corruption surpasses a point (Amsler, 2016). Needless to say, studies like this are important for our society since little is known about the specifics of government corruption and more needs to be done to truly be able to combat it. The two Hypotheses within this case study are as follows: 1. “Hypothesis 1: Government corruption correlates negatively with public service effectiveness.” (Berkovich, 2015). 2. “Hypothesis 2: The level of government corruption moderates the relationship between public expenditure on services and public service effectiveness. When government corruption is institutionalized, the correlation between public expenditure on services and public service effectiveness is negative (wagon-wheel effect).” (Berkovich, 2015). The method used in the study was by using the assessment database called Trends in International Mathematics and Science Studies, or TIMSS for short (Berkovich, 2015). The sample list taken from the database was on a fourth-grade math test in 2011 from a total of 45 countries (Berkovich, 2015). Berkovich then used certain indicators before analyzing the data in three steps: an independent t-test, a regression analysis, and a moderation analysis (2015).
The results showed that there were positive correlations between government corruption and educational effectiveness and achievement. The results of the study help to show how government corruption can harm the public and why it is an important public administration issue that requires focus. Governance is needed to ensure government corruption is kept to a minimum. One way that governance is practiced is through changing the view of the role of elected officials (Peters & Pierre, 1998). People need to be more aware of what political officials are supposed to be doing and what the public has a say about in public administration. People deserve to have more power over their decisions when it comes to the focus of elected officials and must be educated on how they can wield said information to have increased participation in public decisions (Liberty University & Fischer, 2019). Many people don’t know that councils and board meetings are held within several government departments each month, giving the public a chance to voice their opinions and discuss important issues. Furthermore, elected officials should be focused on retaining the favor of the public and regarding them as a customer or client, and not thinking of them as sheep who will follow whatever (Vigoda, 2002, p. 4). We should all work to be apart of these conversations more so we can be more aware of the governance in our own areas of our local elected officials. The public must also have a semblance of understanding that no matter what, there is always going to be the reality that we cannot control what the government does, or what that means for our lives. There will always be certain levels of government corruption that cause harm to the public. However, on a Biblical note, it is important to trust God and, while doing what you can to be involved in the workings of governance, you cannot control every factor that
