One of the primary goals of the ACA that I chose was, expanding the medicaid program so it will cover every fault that has an income below FPL (Federal Poverty Level).
WHen it comes to qualifying for the medicaid program it will be spent on if your state has expanded. With medicaid expansion it is linked to increase coverage across ethnic racial, age and incme groups. Coverage gains for a specific vulnerable population, that includes young adults, patients who take prescription drugs, people that have HIV, people that are newly diagnosed cancer patients and early retirees. With the medicaid expansion it has led to the increased use of preventive services. There has also been a small shift to early stage cancer diagnosis. Mediacin expansion has not had an impact on physicians practices but has had a positive impact on hospitals. This has included a reduced number in uncompensated care, improved operating margins especially when it comes to small hospitals. Every state allows you to qualify for medicaid based on their income, the size of their household, family status and disability. Every state has their own set of eligibility rules. If you are in a state that has expanded their medicaid coverage. You will be able to qualify just off your income alone. Your household income has to be below 133% of the federal poverty level. As of today there are 41 states (including DC) that have adopted the expansion and there are 10 states that have not. Florida tried to put the medicaid expansion on the 2020 ballot but was delayed by the organizing committee. Georgia began implementation of the states section 1115 pathways to coverage waiver.
The coverage waiver is not a full medicaid expansion that is under the ACA, it does not qualify for enhanced matching funds and was approved in 10/2020 it gives Georgia authority to extend medicaid coverage to 100% FPL. Kansas 01/2024 Democratic Governor Laura Kelly included Medicaid expansion in her proposed budget for State Fiscal Year (SFY) 2025. Her proposal is to expand to the medicaid program by 01/2025. In Mississippi the medicaid expansion was approved by the Secretary State in 2022. May 19th the organizing committee suspended its campaign following a Mississippi Supreme Court Ruling. South Carolina on 12/12/2019 two separate 1115 waivers was approved by CMS, the waiver will expand medicaid coverage from 67% to 100% FPL. Allocations for medicaid expansion were introduced by democratic Governor Tony Evers in 03/2023 for the state of Wisconsin. In Wyoming the medicaid expansion bill had passed the Wyoming House, but failed a vote in the Senate labor, health and social service committee in March of 2021. The American Rescue Plan of 2021 is used to try to encourage non-expanded states to expand, they do that by providing an additional temporary fiscal incentive. The Fiscal Incentive is that the state would receive 90% ACH match for the expansion population. There are about 4 million uninsured people that reside in the states that have not expanded. If people have an income of 100-138% of the federal poverty level that are currently enrolled in a marketplace, coverage would become eligible for medicaid. There are 12 million new individuals that are enrolled in the program within the 41 states and the District of Columbia.
