The name of the bill that I am researching is North Carolina Senate Bill 3, titled “NC compassionate Care
Act” (N-C S3 | 2023-2024 | Regular Session, 2023).

One of the most popular or known reasons medical marijuana is used, is to relieve chemotherapy or
cancer related nausea and vomiting. According to Robertson (2023), the senator who introduced this bill
to the NC senate, senator Bill Rabon, shared his personal experiences of how he used marijuana to help
relieve nausea and vomiting related to chemotherapy treatment he had received in the past. Based on
research conducted by Klumpers and Thacker (2019), there is evidence of efficacy that cannabis does
help to relieve symptoms of nausea and vomiting for people who are receiving chemotherapy treatment.
One study conducted used the medication nabiximols (Sativex), which is taken by spraying the liquid
composed of a 1:1 ratio of THC and CBD under the tongue when symptoms arise; 71.4% of participants
in the treatment group reported complete relief of symptoms versus 22.2% of participants in the placebo
group reporting a full response (Klumpers & Thacker, 2019). In another study also reported by Klumpers
and Thacker (2019), cannabis cigarettes were used to relieve nausea and vomiting which contained
1.93% of THC, 14 out of 15 participants reported relief of symptoms. Legalizing medical marijuana in
North Carolina would give people who are receiving chemotherapy treatment another effective option
to manage nausea and vomiting symptoms.

Another reason medical marijuana should be legal in North Carolina is marijuana has been associated
with reducing chronic pain, thus reducing the need for opioid medications. A study conducted by Greis
et al. (2022) was used to determine the effects marijuana had in reducing chronic pain for orthopedic
patients. This study is different from others because it does not rely on people to self-report marijuana
use to a healthcare provider but is an objective study of how effective marijuana is at relieving chronic
orthopedic pain for patients (Greis et al., 2022). Patients in this study used a system very similar to the
one described in the NC Senate Bill 3 to obtain and use medical marijuana in Pennsylvania where
medical marijuana is legal. The results of this study showed patients had improvements in pain
management and quality of life with 73% stopping or decreasing the amount of opioids used to relieve
pain and 31% decreasing benzodiazepine use also (Greis et al., 2022). Another result of the study noted
that “52% of patients did not experience intoxication as a side effect of cannabis therapy” (Greis et al.,
2022, p.865). Legalizing medical marijuana in North Carolina would not only give patients who suffer
from chronic pain another “medication” option but could help to reduce opioid dependance.
