2 FEDERAL VACCINE MANDATES IN PUBLIC SCHOOL Congressional Bill H.R 1113 Federal Vaccine Mandates in Public School Congressional bill H.R 1113, is also known as the Federal Vaccine Mandates in Public School Act, which is a proposed legislation in the United States who aim to establish federal requirements for vaccination in public school across the country. The bill seeks to ensure that all students attending public school are up to date with their immunization. Thus, it will promote public health and prevent the spread of vaccine preventable disease in the community and within the United States. Although mandate is a federal mandate, there are variation of mandate as it can vary from state to state. There are numerous of benefits for such vaccine mandate in public school being prevention and eradication of vaccine preventable disease, providing a safe environment for all children, improve vaccine rates and reduce vaccine hesitancy, protect the vulnerable population who are unable to receive vaccination related to medical reasons and lastly, it will help to prevent outbreak of vaccine-preventable disease in school and in the community. However, other people may argue that such mandate will infringe on the personal freedom and individual rights while others may be hesitant to such mandate as it relates to safety and efficacy of vaccines. Mandating vaccine in public school has shown to decrease the incidence of all target disease leading to a reduction in incidence by 17% in influenza to 100% in the following diseases: Diphtheria, Haemophilus Influenzae Type B, Measles, Mumps, Polio and Rubella. (Talbird et al., 2022) These disease could be detrimental to the health of children and especially the vulnerable population in our society. Mandating vaccines could also reduce the incident of acute otitis media, pneumonia, hospital visits which are complications from vaccine-preventable disease. (Talbird et al., 2022) As listed below, Table 1, display the incidence of disease without the vaccine and with the vaccination. For instance, the incidence of Diptheria in the United States
3 FEDERAL VACCINE MANDATES IN PUBLIC SCHOOL without vaccine is 600 and the incidence with vaccination is less than 1. This an 100% in reduction of incidence in the United States with Diptheria. (Talbird et al., 2022) The table reveal a reduction in incidence of the vaccine-preventable disease with the immunization. (Talbird et al., 2022) The reduction of incidence also includes ED visits and hospitalization related to a complication from vaccine-preventable disease. (Talbird et al., 2022) Thus, it is recommended that the United States continues with the federal mandate of vaccination in public school can avert disease and protect the health of the children as well as our society.
