It doesn’t say anything about social security but it does say the government can raise taxes.

Congress and the Power of the Purse To lay and collect taxes, to pay federal debts, and to borrow money on the credit of the United States The executive branch then carries out what congress has enacted. The president has no independent authority to raise taxes or to borrow on nation’s credit. Congressional War Powers The president can order troops to move into an area or out of an area. There is a difference between moving troops and declaring war. Congress should be involved when that line is crossed by the President to approve the actions. Congressional Earmarks Congressionally directed spending, congressional research service uses. are out of control and there are a couple scandals Checks and Balances Powers If one branch over steps it’s mark, the other two tend to push back. No one can be arrested for violating the constitution. If the president overstepped the line, congress can pass a law that prevents that act from taking effect or they can bring him to trail or impeach him. If the courts overstepped its bounds, congress can pass a law that goes around the decision and basically nullifies it.
