Question 1 Policy analysis is critical in the policymaking process to ensure that implemented policies are successful at resolving the problem, that all alternatives have been explored, and that a desirable outcome is achieved. There are five major steps outlined by Kraft and Furlong (2015). These include determining and assessing the problem, establishing policy options, selecting criteria for evaluating the problem and alternatives, considering and evaluating the alternatives, and lastly drawing conclusions from the study. In this essay, you will see how the policy analysis process is use to provide a comparative analysis for this policy question During the first step, an issue or challenge affecting the public is recognized.The problem is to discuss whether or not the government should contract out of prison functions. According to the Department of Justice, “some elected officials are contracting with private companies in an effort to balance government budgets without cutting services or raising taxes.”Prison that are contracted has save the government time and cost rate between 5-20 percent per year on projects. While public prisons are cost the government billions just to lock someone up. For a variety of reasons, including those described above, the job of the prison may be beneficially outsourced. To begin with, it may result in financial savings. Private prisons are frequently able to operate at a lower cost than state prisons due to economies of scale and other benefits. Second, private jails have the ability to be more versatile and fast to respond to market trends. For instance, in the event that there is a rise in the demand for prison services, private prisons are in a better position to grow rapidly than state prisons. Last but not least, the rehabilitation of criminals in private prisons may be more successful overall. As a result of often having greater resources and higher staff morale, private prisons frequently provide better results for the individuals incarcerated there.
However, there are several problems associated with the process of outsourcing the jail's operation. For starters, it may result in the privatization of prisons, which may complicate accountability and transparency. Private prisons are more difficult to hold accountable for their actions since they are not subjected to the same level of public scrutiny as public jails. Second, private jails may be motivated more by the desire of profit than by the common welfare. This might lead to conditions that fall short of acceptable bounds and prevent access to essential services like healthcare and education. Finally, it's likely that unethical practices like the use of solitary confinement and other forms of punishment that have been demonstrated to be harmful to offenders are more common in private prisons. We have concluded that it is better for everyone to entrust the administration of the jail system to government-owned and regulated institutions after carefully considering the advantages and disadvantages of each option. Government-owned and operated prisons are less likely to have difficulties with accountability and transparency, and they are more likely to be motivated by the desire to serve the public good rather than the need to maximize profits. Furthermore, correctional institutions owned and operated by the government have access to a wider range of resources, making them better suited to meet the vital requirements of jailed inmates.The choice to outsource jail operations is a tough one that necessitates careful consideration of the advantages and downsides of each prospective course of action. Outsourcing the jail's operations has the potential to reduce expenses and enhance efficiency. On the other hand, it may result in the privatization of penal institutions, raising concerns about accountability and transparency. Given these advantages and disadvantages, jail administration should be delegated to government-owned and managed facilities wherever practicable.
