Lopez-Littleton, V., Blessett, B., & Burr, J. (2018). Advancing social justice and racial equity in
the public sector.

Racism is a prevalent topic currently in today’s climate. The ongoing racial tension in the
world, along with the highlight of issues within the government, brings forth the issue of racism
in public administration.
“Recent widespread sharing of race-related incidents and subsequent
public reaction has contributed to the race becoming an area of concern for any public entity
charged with serving the citizenry” (Lopez-Littleton et al., 2018, p. 449).
The article
Advancing
Social Justice and Racial Equity in the Public Sector
analyzes the studies behind racism and
“incorporating racial injustice in public sector practices” (Lopez-Littleton et al., 2018, p. 449).
The article’s central idea is to showcase why and how including discussions regarding racial
injustice in public administration education is imperative to public sector practices.
Race and discrimination in public administration
The authors use different policies and laws in this section of the article
, highlighting
voting laws they deem systematically against individuals of color. This section raises awareness
that while there has been changing, the change is overshadowed by the blatant “systematic
racism” happening in historically minority-based areas. An example is the revitalization of urban
cities, which the author refers to as “urban renewal.” The resurrection of specific African
American communities transformed them politically and economically and removed low-income
African Americans from these communities (Lopez-Littleton et al., 2018, p. 450).

Journal Article Review
As with any discussion of racism and public administration, Lopez-Litton, et al. discuss
the increase of issues between African Americans and law enforcement. The increase in the
number of cases is highlighted to showcase this point by the authors. Historical topics are also
discussed to bring light to other issues, such as guilt based on race versus facts. This section of
the article utilized different examples and research studies to highlight the differences in the way
citizens of color are treated and negatively affected by specific policies due to their race (Lopez-
Littleton et al., 2018, p. 452).
Shifting public administration in education
Following suit with the section’s title, Lopez-Littleton et al. delve into the curriculum of
public administration academic programs. The discussion surrounds the lack of curriculum in the
classroom regarding race and racism, especially during times of heightened tension in public
administration due to race. Again, the authors use research studies to evidence their points.
“
Government actors must consciously develop strategies for working toward racial equity and
identifying structural racism” (p. 455).
The authors adamantly state that incorporating
discussions regarding race into the public administration curriculum is paramount for future
public servants for things to get better.
Addressing race in the public sector
The authors discuss structural racism and institutional racism in this section, thoroughly
explaining the difference between both while also highlighting the significance regarding the
central topic. Personal biases that individuals may not identify within themselves and cultural
upbringing are also discussed about these forms of racism plaguing minority groups. The article
uses statistics to highlight black minorities’ disparities, attributing these disparities to
institutional and structural racism. Additionally, the difficulty of conversations regarding race
