How are the two types of states different? European states were allowed to develop a historical identity over many years of “slow political centralization”, meaning that their people shared a cultural and religious identity, uniting them as a nation. National identity in historical experiences in war helped the European states to maintain legitimacy in their bureaucracy, as the leaders of the countries shared a historical contextual background. States in the global south did not have this privilege. Many states were formed from leftover European colonization and were left only a few short years to develop a national identity. Additionally, the governments and states left behind were often weak and were dependent upon other countries, making them even less legitimate. Other legacies of colonialism showed up through interventions by the military into the government (coups, dictatorships, etc.…) which left further political instability and weakness of the state. Review of past discussions 2. How did states influenced by the ideas of Dependency Theory pursue industrial transformation? States influenced by ideas of Dependency Theory desired to keep their industrial transformation domestic, pursing state-led reform. This reform included protectionist economic policies that served to protect domestic infant industries from foreign competition. The state was called upon to grow and command development domestically, guiding industrial change. 3. In general terms, what happened to states in Global South countries where the neoliberal paradigm was wholeheartedly implemented? Countries in the global south where the neoliberal paradigm was wholeheartedly implemented experienced a shrinking of their state’s size and legitimacy in the name of economic development. The neoliberal “trinity”, privatization, deregulation, and trade liberalization, draws power away from the state. This was because of a lack of faith in the ability of the government/state to perform efficiently. The neoliberal trinity desired to cut back the power of the state and redistribute it to companies/the private sector.
Opinion 4. What role do you think the state should play in the process of development? Please explain why. Development cannot occur without support both from the state and the private sector. Ideally, the state would be efficient enough to provide basic services to its people like health and safety while the private sector reflects the economic interests of the people. The state should be full of highly educated and trained public servants that focus on the well-being of their constituents and direct the economy as opposed to controlling it.
