Political participation for local government has a more direct impact to the public since candidates run on their expertise and competence rather than their political ideology. This influences the public to participate in local elections for engagement. Political participation for state and federal government have higher voter turnout due to competitive elections for political parties that attract more interest to the public. 2. The voter turnout rate for local government can have an impact on how decision-making and responsibility may affect the public over time. When the voter turnout rate is low, it affects local elections despite their importance and direct impact on the lives of their communities. It also may reflect a general indifference among many citizens toward the prosaic affairs of local government. 3. Local governments tend to have more trust than state and federal governments. Americans had more faith in local governments due to their responsive needs of the community, but over time, they would lose faith in them due to their conceptual decisions that would affect them. For example, when COVID came years ago, mayors, councils, and county commissions had to deal with citizens angry at shutdowns who were hurling abuse on social media.
Part Two: 1. The four municipal governance systems identified in the course textbook are the mayor– council system, the city manager system, the commission system, and the town meeting system. The municipal governance system used in Kissimmee operates under a 'Council- Manager' form of government. This popular form of government combines the political leadership of its elected officials with the strong managerial experience of a City Manager, who serves as the Chief Executive Officer of the City. This type of system allows for more managerial experience at the local level for city managers. However, city managers would be less accountable to the public, which citizens aren’t involved in such matters. For the mayor-council system, it is determined by a separation between the legislative and executive branches, which allows a mayor to exercise these powers very considerably. However, the mayor only exercises these powers without the consent if the city or the citizens in which it may be a problem. For the commission system, it concentrates executive and legislative powers into a single elected body, which allows commissioners to make effective policy decision-making. However, executives argue strongly for their own departments without considering what would be best for the municipality overall. For the town meeting system, it allowed citizens to have a direct role in deciding which laws they would pass and who would be responsible for implementing and enforcing those laws. However, it is not practical for larger communities in which it may not represent for most citizens who live there.
