Prof Webster,
According to Northcom (2019), the Posse Comitatus Act (PCA) prohibits the Army and Air Force from performing domestic law enforcement activities unless directed by the Constitution or Congress. The original act only included the Army and amended to include the Air Force in 1956. Until 1947, the Air Force was incorporated in the Army. Most likely, the Navy and Marine Corps are not included in the act because they are subjected to similar restrictions under the Department of Defense regulations. The Coast Guard follows federal law enforcement maritime laws. In my opinion, the PCA should be amended to encompass all military branches beside the Coast Guard because their responsibilities are to protect American citizens and assets OCONUS unless their involvement is deemed necessary by Congress.
