Explain both sides of the debate on whether the politics-administration dichotomy exists in practice or only in theory. Give specific real-world examples in your debate.
Politics-administration dichotomy which is the idea of the separation between politicians and administrators regardless of the support of political party. It could be simply understand as the separation between Politicians and administrators, or politicians making the policies, but administrators implemented the policies. It is
first announced by Woodrow Wilson in his essay “the Study of Administration.” The policy should be created by politicians and administrators would be the implementers, and with this clear function on both, there is no cross line on the boundary. His theory totally changed the way government functions and the nation’s administration (Ohio University, 2020). It is the foundation to avoid the corruption to begin with
as in the administration industry history. Not clear relationship between politicians and administrators would make the policy implementation taking too long to implement and the suffering only to citizens. As Cooper (2018) mentioned in his article that recruiting government workers based on the merit is dramatically increased the quality of governance because of the increasing of the bureaucracy's expertise and encouraging them to voice out to others as they are encouraged to do so. Not because of who you know or what party you support but what your ability is definitely stimulating the atmosphere positively which improving the confidence on government sector. Having an environment that workers willing to do the best potential of their abilities is the key for creating and providing the maximum benefits to all citizens which a government would willing to see. As Tsagdi discussed in his article that dichotomy had increasingly avoided the bureaucracy and possibility corruption. Focusing on the intersection of the two parts and based on previous experiences around their dynamic contact. More specifically
it tries to reveal modes and actors of political control and influence that is exercised over the 2
bureaucratic body. Two key mechanism are examined: politically appointed personnel that is positioned in the highest ranks of management (a form of direct political control) and the informal influence that advisors and committees have over the bureaucracy.
Explain in your own words the politics-administration dichotomy. Describe what you can infer about the dichotomy (ideas of practice vs. theory). Give examples to support the argument of your side/position.
I support and tend to agree with the politics-administration dichotomy because it created the fairness and honored the capable employees in the way of doing their jobs. Imaging without the separation of politics and administration, the ranks of employees could be based on the relationship and referral but definitely not knowing what your ability is before you receive the job offer. It is before the separation system is created and implemented, many people tend to not
willing to work in government sectors because people felt not being value with what they did but
only the political party they belong and who they knew. People disappointed with government’s unclear promoted procedure and system, many people with potential ability and knowledg rather working in private sectors. The merit of employees is evaluated and recorded, on the other way, the employees could claim any unfairness or dissemination and an investigation will start when the complaint is received.
I will not think of any reasons why people not support the separation of politics and administration unless tending to do something illegal or under table or just simply want to hold the power of controlling. Changing is always a challenge to begin with in any way especially in public sector. Many routines and procedures are set up the way they are, employees follow the mentors told them what to do, so it is very difficult to be changed and many people do not like to
be changed in their comfort zone. It had gone through many obstacles and disagreements until 3
